Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of Deputy Commissioner for Technology, within the Dedicated Support, Office of Mental Health Portfolio, the Director of Field Services oversees approximately two dozen multi-disciplinary IT teams located across the state, everywhere the NYS Office of Mental Health conducts business. These IT teams are responsible for providing direct user support, managing end-user devices, and coordinating IT service delivery within the operational business environment. Duties include but are not limited to:
- Develop strategy to support OMH business objectives collaboratively with the ITS governance team and OMH leadership.
- Supervise regional field service managers supporting OMH.
- Set policy and procedures for customer-embedded support teams.
- Orchestrate end-user hardware procurement standards and strategies.
-Standardize and streamline user account provisioning processes and system access requests to meet customer targets.
- Manage customer satisfaction issues - problem solving, escalating and deescalating as appropriate.
- Provide project oversight, working with delegates to facilitate computer and network changes for office relations, new facilities, and refresh initiatives.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
