Department Marketing Statement Metro s Infrastructure Office of Project Controls seeks an experienced Manager, Data Management and Analysis to lead the unification of project management data sources. In this role, you can expect to develop and maintain flexible, automated, and repeatable data analysis and reporting solutions. These insights will empower Metro leaders with timely, data-driven solutions for effective project and program management.
About Our Team: The Project Controls team is responsible for aggregating and managing project management performance data across the entire capital construction program. The team of (internal) customer-focused and process-oriented 30+ employees, supported by a number of consultant staff, delivering Process and Project Controls solutions and services for Metro s Infrastructure Project Delivery Department across the project life cycle. Starting with development of the total project cost estimate and initial schedule to establishing overall baseline budget, we work to ensure adequate control of project scope, schedule, cost and risk across the life of project, and ensure timely project reporting. Our team also provides controls for project management processes and procedures, contract change order
Minimum Qualifications Minimum Education - Bachelor's degree in Data Science, Statistics, Mathematics, Computer Science, Engineering, Information Technology, or a related field
Minimum Experience - A minimum of five (5) years in data analysis or related role or related role, including complex statistical and budgetary analysis, that includes:
- A minimum of three (3) years of demonstrated project management experience in support of a large organization
Minimum Certification/Licensure Preferred Qualifications - A master's degree in Data Science, Statistics, Business Analytics, or a related field.

Summary The Manager, Data Management and Analysis - Infrastructure drives data-driven decision-making across the Infrastructure organization. The incumbent manages, analyzes and interprets complex datasets related to infrastructure operations, with a strong emphasis on report writing and stakeholder communication. The incumbent develops comprehensive reports and dashboards that provide actionable insights, ensuring data integrity and accuracy. Key responsibilities include monitoring performance metrics, collaborating with cross-functional teams, and supporting WMATA s strategic goals through data analysis. The incumbent plays a critical role in enhancing operational efficiency and contributing to the overall success of WMATA s infrastructure initiatives.
Essential Functions Principal Job Duties - Analyzes complex datasets related to infrastructure operations to identify trends, patterns, and actionable insights that support WMATA s strategic goals.
- Develops and produces comprehensive reports and dashboards for various stakeholders, ensuring clear communication of findings and recommendations.
- Collaborates with cross-functional teams to gather data requirements and ensure alignment of analytical efforts with organizational needs.
- Monitors and evaluates key performance indicators (KPIs) to assess operational efficiency and identify areas for improvement.
- Ensures data integrity and accuracy through validation processes and quality checks, supporting reliable decision-making across the authority.
- Prepares and presents data-driven insights to senior management and other stakeholders, facilitating informed decision-making.
- Conducts ad-hoc analyses to address specific business questions and support strategic initiatives related to infrastructure.
- Develops and implements best practices for data analysis, reporting, and visualization, promoting consistency and quality across analytical outputs.
- Stays current with industry trends and emerging technologies in data analysis, applying innovative approaches to enhance reporting capabilities.
- Collaborates with IT and data management teams to ensure effective data governance and access to relevant datasets.
- Provides training and support to team members and stakeholders on data analysis tools and methodologies, fostering a data-driven culture.
- Contributes to long-term data strategy initiatives, helping to shape the future of data utilization within WMATA s infrastructure operations.
- Assists in identifying opportunities for process improvements through data analysis, supporting operational excellence and efficiency.
- Leads efforts to ensure compliance with data privacy and security standards in all analytical activities.
- Facilitates workshops and discussions with stakeholders to define analytical needs and refine reporting processes, enhancing overall data utilization.
- Manages and oversees the procurement, management, integration, and maintenance of third-party datasets, data transformation services, and data software platforms to ensure agency analysts have the best data and tools to support data-informed decision making.
- Supervises support staff responsible for administrating software as a service (SAAS) solutions and custom-developed software tool sets key to successful business operations.
Other Duties - Trouble shoots integrations of software tools and solutions to enable data efficient data analysis
- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
