Duties Provides analytical and planning support to the USNORTHCOM PN Exercise Program. Leads, plans, coordinates, and forecasts PN exercises through established Security Cooperation processes and protocols such as SSCIs, PN APAs, and AM&E. Conducts analysis of the Command's SC requirements to support the development of multi-year PN exercise plans and confirm relevant and achievable exercise program objectives aligned to Bilateral Security Cooperation Roundtable (BMCR), Bilateral Security Cooperation Framework (BSCF), and CP Lines of Effort (LOEs) and desired outcomes. Supports all PN exercise programmatic activities. Plans and develops strategies for forecasting PN exercise budgets, developing budget allocations with the staff and components, and monitoring budget execution. Leads the preparation and submission of Sec 321 TFFC program obligation and expenditure data to USNORTHCOM leadership, Joint Staff J7, DSCA, and Congress per OSD guidelines and legislative mandates. Develops, prepares, coordinates, and presents comprehensive reviews of PN exercise concepts and plans to USNORTHCOM leadership, the Joint Staff, and OSD. Serves as a PN exercise advisor to USNORTHCOM senior leadership and a SME on the application of Sec 321 TFFC authorities, requirements, and procedures to PN exercise design, development, execution, and assessment processes. Participates in and supports joint and combined PN exercise planning and execution with the Joint Directorates, Components, Joint Staff, other GCCs, the Services, and Partner Nations. Participates in and supports facilitation of PN exercise design and development within an established Joint Event Life Cycle (JELC). Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying: 1) Knowledge of National Defense Authorization Act 2017 (NDAA 17), Chapter 16 Security Cooperation Reforms and DOD Instructions and Directives reference policies, regulations, and precedents applicable to the administration and coordination of Partner Nation exercises. 2) Knowledge of GCC, Joint, and OSD strategic and operational goals and objectives. Skill in the sequencing and timing of key program events and milestones and methods of Assessment, Monitoring and Evaluation for exercises against strategic objectives. Work requires knowledge of relationships with other SC and joint exercise programs and key administrative support functions. 3) Knowledge is applied to program design where PN exercise planning cycles are integrated into SC planning activities. Identifies and proposes solutions to management on budget restraints to PN exercise planning. Characterizes challenges to PN exercises to senior DOD leaders. 4) Knowledge of U.S. legislative, statutory, regulatory, policy, and directive guidance pertaining to Title 10 Security Cooperation programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of U.S. legislative, statutory, regulatory, policy, and directive guidance pertaining to Title 10 Security Cooperation and Sec 321 TFFC programs. Knowledge of the relationships between CCMD SC missions and organizations and the respective agents for those commands involved in overall planning and programming of PN exercises and how PN exercises will support CP, SSCI, BMCR, and BSCF objectives. Knowledge of political and military issues in relationship to Mexico, Canada, and the Caribbean. Knowledge of NDAA guidance and Defense Security Cooperation Agency policies and procedures pertaining to PN exercises, foreign military training, equipping, engagement, Institutional Capacity Building, Assessment, Monitoring, and Evaluation, Congressional reporting and related programs and requirements for proper interpretation, execution, and compliance. Knowledge of the Joint Training System (JTS) and operator-level skills within JTIMS, JTT, and SOCIUM. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leader use and decision-making. Ability to communicate effectively both orally and in writing, sufficient to negotiate complex issues and maintain good working relations. Knowledge of security (personnel, physical, information, operations, industrial) policies and procedures. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
