The ideal candidate for the Management Analyst - Environmental Programs position is a detail-oriented and tech-savvy individual with a strong background in data analysis, utility management, and sustainability reporting. They possess exceptional organizational skills and have experience serving as a system "super user," ideally with utility or enterprise management systems. This candidate excels at managing utility usage data, tracking costs, and generating insightful reports to support organizational sustainability goals. They are also skilled in contract administration, budget development, and process improvement, and bring a proactive approach to optimizing departmental operations in alignment with VTA's environmental objectives

Definition
Under general supervision, a Management Analyst performs a variety of professional level analytical staff studies and/or projects concerned with the improvement of management functions, practices, and services or the implementation of program objectives.

Distinguishing Characteristics
This is the journey level within the Management Analyst series. Positions in this class perform a wide variety of management analysis activities. Assignments at this level require the use of considerable discretion, judgment, and interpersonal skill. Recommendations and commitments have considerable weight; personal contacts involve negotiating, advising, and gaining acceptance of one's ideas by others. Positions at this level may provide training and lead direction over other Analysts, Aides, and clerical support staff.

This class is distinguished from the lower level of Associate Management Analyst in that incumbents of the Management Analyst class receive less supervision and are expected to perform more responsible assignments with a great deal of independence; and from the higher level of Senior Management Analyst in that the latter is responsible for supervising the work of professional analytical staff and performing the most complex professional level analytical staff studies and projects.

Essential Job Functions

Typical Tasks
Duties performed may vary depending on area of assignment.
•  Conducts a variety of analytical studies and surveys, makes recommendations, and prepares reports on the findings of such studies and surveys;
•  Reviews and analyzes existing or proposed projects, policies, procedures, systems and management activities, advises management on their impact, and makes recommendations for change;
•  Participates in the development and implementation of policies and procedures;
•  Conducts a variety of analytical studies;
•  Develops and analyzes quantitative data for management control and evaluation purposes;
•  Prepares and presents factual and statistical data, and makes recommendations in oral, graphic, and written form;
•  Consults with management and employees, representatives from organizations and groups, and the general public to give and/or secure necessary information;
•  May act as project lead/coordinator for assigned projects;
•  Maintains accurate records, files, and databases;
•  Performs mathematical and statistical calculations;
•  Interprets and implements applicable rules, regulations, and procedures;
•  Prepares letters, reports, memorandum, and other written materials;
•  Acts as a departmental resource;
•  Performs budget preparation and/or review;
•  Makes verbal presentations of study findings/recommendations to management and/or boards and commissions as required;
•  May serve as a member of management team in meetings with unions;
•  May provide training and lead direction over other Analysts, Aides, and clerical support staff;
•  May act as "super user" for specialized computer applications;
•  Performs related duties as required. Minimum Qualifications

Employment Standards
Training, education, and experience, which demonstrates possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, or a related field, and two (2) years of increasingly responsible experience performing management analysis for a public or private sector organization.
