This position's primary work location will be in one of three locations - Faribault, Vadnais Heights or Cambridge - and will be determined by incumbent's residence.

The Management Analyst 2 conducts continuing and special studies of organizational methods and procedures to recommend solutions and correct procedural deficiencies to clearly define problems in program operations, such as, budget management, procedures development/analysis; rate setting and service agreement processes; work and information flow; systems analysis/design; analysis of business and systems operations; and performs related work as required.

Primary responsibilities Include, but are not limited to:
  • Provide and analyze interpretation of policy, procedures and work methods.
  • Manage and coordinate processes to ensure Community Based Services (CBS)' financial reports are monitored, services match the budgets, and rates meet the requirements of the individuals supported. Manages the rate management process.
  • Analyze work methods and procedures to develop, revise and modify policies and procedures so that policies/procedures are in accordance with established policy.
  • Documents and reports study findings so program operations and assigned projects are completed and implemented properly and problems are reconciled in a timely manner.
Minimum Qualifications

One (1) year of experience in budget management, policy development, and grant and/or contracts management demonstrating the following:
  • Collaborating with multiple stakeholders to implement changes and improvements using strategic planning, change management, continuous improvement principles, and project management skills.
  • Experience analyzing data, developing and implementing policy and procedures.
  • Demonstrated ability to synthesize complex information and reduce it to understandable management reports.
Bachelor's degree in Business Management, Finance, Accounting or a related field may substitute as one (1) year of experience.

Preferred Qualifications

  • Use of internal budget systems, including SWIFT
  • Understand and use a variety of computer systems within DHS including, but not limited to SWIFT, SEMA4, FileNet, Optima database systems, Internet and Microsoft Word, Excel, OneNote, Outlook and SharePoint. Understand and address computer-based technical network operations and ability to problem-solve and assist in decision making regarding improved technical systems within the division
