Provide overall Tanker support for operations for all management operations functions and assist in managing all CMEs, facility management, special projects, awards, training, performance management, manpower and human resource functions. Principal Duties and Responsibilities Advise senior leaders, supervisors, and managers on management operations issues and independently perform research and advise on a variety of issues of a sensitive nature that concern resource policies and procedures and related legal, regulatory, and contractual requirements. Assist in reviewing draft regulations, directives, and other guidance and prepare recommendations and comments reflecting impact on local policy or practices. Collect and/or measure various Tanker requirements defined by the Government and review/interpret data collected by other project members for accuracy and consistency with policy, procedures and customer objectives. Serve as a PM for special studies, initiatives, and projects as defined by senior leadership and complete special projects reports in directed format to provide insight to the AFPEO/WL and WV, Deputy PEO, staff, divisions, and branches. Develop and present briefings and reports on studies/project status, findings, and/or recommendations to senior functional managers and upper management. Participate in discussions and meetings or serve on panels or committees and provide written reports and/or briefings outlining findings and recommendations. Provide rationale to management while coordinating with activities across multiple directorates, organizations, Centers, MAJCOMs, and HQs USAF. Present clear, concise and well-structured presentations, oral or in writing, that address the designated issues while considering the composition of the audience, knowledge level, and desired outcome when composing the material. Identify problems, both in broad and detailed terms, and attempt to resolve conflicts in a timely manner through discussions with responsible members in a meeting or working group. Assist in identifying, analyzing, and evaluating actual and/or potential problem areas in OM activities, drawing from trend data and knowledge of the organization. Inform senior management of progress of programs and advises of any significant developments that may impact mission. Determine appropriate recommendations for unresolved or questionable problems and perform follow-up. Research and determine or recommend appropriate actions or interpretation of issues that impact the WL/WV Directorate. Assist in establishing and maintaining master files and file plans of program data (both classified and unclassified), to facilitate tracking and resolution of issues associated with operations. Have a working knowledge of the following systems/processes, including, but not limited to: Air Force Records Information Management System (AFRIMS), Resource Management Information System (RMIS), DTS, SOCCER, MICT, PMRT, the Education and Training Management System (ETMS), and Standard Desktop Configuration. Assist in retrieving data/information in the form of queries and reports; assist in the maintenance of tracking systems for identifying deficiencies, recommending corrective actions/closures, and preparing documentation for Government review and approval. Assist in establishing, revising, and/or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems, barriers to mission accomplishment, promote team building, implement quality improvements, in response to concerns with regulatory compliance, and/or customer requirements. Perform self-inspections and present detailed and comprehensive reports with any corrective actions taken or required, ensure complete and quality resolution of discrepancies, and assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Required Experience One of the following combinations of education/experience: MA/MS degree and twelve (12) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD -OR- BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD -OR- HS Diploma, and twenty (20) years of directly related experience, eight (8) of which must be in the DoD. U.S. Citizenship required; Ability to obtain and maintain a TS/SAP Security clearance required.
