The City of Norfolk's Office of Diversity, Equity and Inclusion is seeking a Management Analyst II. As a Management Analyst II (Accessibility) you will become an expert on the Americans with Disabilities Act (ADA). Your responsibilities will include coordinating accessibility efforts across City departments and ensuring that all programs and services are accessible to everyone in the city. You will assist the Senior Project Manager for Access and Opportunity by co-facilitating training, addressing concerns from residents, connecting with disability advocacy groups, and helping create a plan to ensure that city programs and facilities comply with the ADA. Additionally, you may identify grants to support improvements in accessibility citywide.

Department Hiring Salary Range: $54,601 - $62,791Essential FunctionsEssential functions include but are not limited to:
- Coordinate and promote initiatives focused on accessibility, equity, and inclusion within the city and local organizations.
- Build and maintain relationships with community groups.
- Address community inquiries and concerns promptly.
- Help manage the Self-Evaluation and Transition Plan process required by the Americans with Disabilities Act.
- Research and stay informed about trends and best practices in accessibility.
- Create and deliver presentations or training sessions to raise awareness about accessibility issues.
- Participate in internal committees and task forces that prioritize embedding accessibility, equity, and inclusion into plans, reports, and community engagement strategies.
- Engage in community events, even those that take place outside standard work hours.
- Develop and implement strategies to enhance efficiency and performance, including identifying grant opportunities to improve accessibility.
Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Three years' experience in data analysis or related field, or an equivalent combination of education and experience (e.g. bachelor's degree plus two years' experience, graduate degree plus one year experience).
The preferred candidate will possess the following:
- Familiarity with or interested in disability advocacy (including the Americans with Disabilities Act), comfortable with people who speak English as a second language (ESL), and eager to improve municipal government's knowledge of and relationship with these communities.

- Ability to gather and interpret project requirements
- Ability to prioritize deadlines, including multiple short and long-term projects
- Interest in public speaking and program facilitation

Work Hours: Mon-Friday 40 hours/week 8:30am-5pm
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
- Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
- Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
