Why does the job exist?
The purpose of this position is to be responsible for the financial review, tracking, reconciling, and oversight of all utilities, lease agreements, solid waste, recycling, service contracts, and travel documentation related to services provided by the Construction and Facilities Management Office (CFMO). Ensures compliance with the Cooperative Agreement and requires efficient collaboration with Department of Military Affairs staff, CFMO internal departments, United States Property and Fiscal Office (USPFO), and National Guard Bureau (NGB).
How does it get done?
The key responsibilities include the daily recording, tracking, auditing, record keeping and reconciliation of work orders, purchase orders, vouchers, and invoices for the CFMO. Collect supporting documents and process federal reimbursement requests. Prepare financial reports and conduct budget status analysis as required by the NGB. Research historical data and perform accurate and timely data entry. Audit expenditures using SHARE Financial System, General Fund Enterprise Business System (GFEBS), along with internal tracking spreadsheets. Provide administrative and financial guidance to the CFMO and DMA leadership, USPFO, and NGB.
Who are the customers?
The Department of Military Affairs and the New Mexico Army National Guard. The customers include the Deputy Chief of Staff for the CFMO, CFMO internal department staff, Grants Officer for the USPFO, as well as, Director of State Programs, Deputy Director, and Chief Financial Officer for DMA.
Ideal Candidate
Six or more years of directly related experience in budgeting, auditing, and/or federal funds management. Experience with Grant reimbursements. Must be able to use Excel at an intermediate level or above. Accounts receivable experience to include running Accounts Payable Reports in SHARE. Have/had a Common Access Card (CAC) within the last 5 years.
Minimum Qualification
Associate degree and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements
Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminals and extensive computer and telephone usage, with extensive periods of sitting and must be able to lift 25 lbs. or more. Extensive Walking. Must be able to utilize and operate a copy machine, computer, and scanner.
