The Washington State Department of Corrections is seeking a data guru with a knack for complex analysis, a passion for high quality standards of work and experience in leadership roles to join their team as a Senior Data Analyst (Management Analyst 5) . The goal of the Senior Data Analyst is to assume the lead analyst role, providing departmentwide development, implementation, design, and sustainability of health services reporting.
Working in a dynamic environment, the ideal candidate will be creative in defining and solving problems, flexible, adaptable, and able to take initiatives by providing timely access to data and information required for policies, actions, and decision-making. The Senior Data Analyst is expected to be a reliable resource for data and information sharing, best practices, and have a positive attitude to meet the needs and desires of our stakeholders. You will work with the Health Service Informatics Manager to analyze trends, issues, and outcomes as well as present findings and recommendations to executive staff and external stakeholders.
The Senior Data Analyst will assist in development, maintenance, and training for standard processes as it relates to responses to health services reporting needs for internal and external stakeholders, as well as contribute to problem-solving efforts as identified and prioritized by agency leadership, and other process improvement efforts within Health Services.

As a Management Analyst 5 , some of your duties will include:
•  Independently design, develop, and prepare analyses, and oversee the implementation of data reports addressing complex issues relating to business practices, policies, and data management which could look like:
•  Consulting with managers, clinical staff, internal stakeholders, external stakeholders, and staff to evaluate the underlying factors that influence data integrity
•  Responding to ad hoc requests by internal and external stakeholders
•  Gathering requirements for reports including identifying data source(s) and counting rules
•  Using SQL, SQL Server Reporting Services, Health Service SQL database, and PowerBI, to design, develop, and implement Health Services management and operational reports addressing complex issues related to business practices and policies
•  Formulating strategies to generalize and integrate complex data for analysis of trends, data issues, and outcomes
•  Responding to mandatory Health Services related ad hoc and recurring requests from internal and external stakeholders in a responsive, accurate, and timely manner including:
•  Independently developing, preparing analyses and recommending data and business rules that support data needs, summaries, and reports
•  Collaborating with legislative staff, the Governor's Office, Communications office, WA Department of Health, Health Care Authority and other high-profile customers regarding the requested data
•  Performing duties of a lead analyst for RDA/Health Services Informatics to include:
•  Assisting in the development, maintenance, and training of consistent processes around responsive requests for internal and external stakeholders
•  Providing assistance as needed to the Health Services Informatics Manager, such as assigning work, attending meetings, preparing talking points and briefings for executive management, and reviewing agency data publications
•  Work with the Health Services Informatics Manager to develop strategies to improve and advance the division's data analytics.
•  Seeking solutions to continuously improve the information produced and distributed by the RDA/Health Services Informatics team
•  Performing other duties as assigned or required Qualifications
What we need (required qualifications):
•  Bachelor's degree in public administration, health care, sociology, criminal justice, social work, social sciences, analytics, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation AND
•  At least five (5) years of experience in managing complex datasets and responding to research and/or policy-related inquiries OR
•  Associate's degree in a related field AND
•  Seven (7) or more years of experience in managing complex datasets and responding to research and/or policy-related inquiries OR
•  Nine (9) or more years of experience in managing complex datasets and responding to research and/or policy-related inquiries In addition to:
•  Five (5) or more years of experience with structured query language (SQL or equivalent) and/or SAS (or equivalent software), to include the use of complex joins, using multiple data sources, and developing stored procedures, tables and views;
•  Three (3) or more years of experience with SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS);
•  Two (2) or more years of experience with PowerBI and/or Tableau.
•  Excellent oral and written communication skills and the ability to summarize complex information in a clear and concise manner to different audience. What will make your application stand out (preferred qualifications):
•  Experience using SQL Server Integration Services (SSIS)/ Extract Transform Load (ETL) to support maintenance of multiple databased
•  SQL Server database design, programming and maintenance experience (2 or more years of professional experience)
•  Team Foundation Server and Visual Studio experience
•  Lead worker experience
•  Previous work experience in health informatic
