Job DescriptionAbout Us: The Iowa Utilities Commission (IUC) is seeking a highly organized and detail-oriented
Management Analyst 3 to support Customer Service system applications and lead special IT projects. This position will report directly to the Customer Service Bureau Chief and DOM DoIT IT Manager and will play a key role in managing several large-scale IT initiatives and system upgrades for the IUC.
What You'll Be Doing: - Lead and manage key IT projects related to customer service systems, including upgrades, enhancements, and troubleshooting.
- Collaborate with internal teams, external vendors, and stakeholders to ensure successful implementation and integration of IT systems.
- Develop detailed project plans, timelines, and resource allocation strategies for large-scale IT initiatives.
- Support data analysis, process improvements, and system testing to ensure effective service delivery.
- Assist in creating and maintaining documentation for new systems, upgrades, and processes.
- Coordinate and communicate with staff on system updates, changes, and troubleshooting efforts.
Who We're Looking For: The ideal candidate will possess:
- Strong project management skills with experience in IT-related projects, especially customer service systems.
- Excellent communication and interpersonal skills to work effectively with a variety of stakeholders.
- Strong problem-solving abilities and attention to detail.
- Ability to work independently while managing multiple projects and meeting deadlines.
- Experience with system implementation, upgrades, and testing.
- A background in public utilities or government-related work is a plus.

Applicants must reside in the state of Iowa upon hire Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
- All of the following (a and b):
- Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
- A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
- All of the following (a, b, and c):
- One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
- A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
- A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
- Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
