About Us:
The Iowa Utilities Commission (IUC) is seeking a highly organized and detail-oriented Management Analyst 3 to support Customer Service system applications and lead special IT projects. This position will report directly to the Customer Service Bureau Chief and DOM DoIT IT Manager and will play a key role in managing several large-scale IT initiatives and system upgrades for the IUC.

What You'll Be Doing:

• Lead and manage key IT projects related to customer service systems, including upgrades, enhancements, and troubleshooting.
• Collaborate with internal teams, external vendors, and stakeholders to ensure successful implementation and integration of IT systems.
• Develop detailed project plans, timelines, and resource allocation strategies for large-scale IT initiatives.
• Support data analysis, process improvements, and system testing to ensure effective service delivery.
• Assist in creating and maintaining documentation for new systems, upgrades, and processes.
• Coordinate and communicate with staff on system updates, changes, and troubleshooting efforts.

The ideal candidate will possess:

• Strong project management skills with experience in IT-related projects, especially customer service systems.
• Excellent communication and interpersonal skills to work effectively with a variety of stakeholders.
• Strong problem-solving abilities and attention to detail.
• Ability to work independently while managing multiple projects and meeting deadlines.
• Experience with system implementation, upgrades, and testing.
• A background in public utilities or government-related work is a plus.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1. Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2. All of the following (a and b):
   1. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
   2. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3. All of the following (a, b, and c):
   1. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
   2. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
   3. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4. Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
