- Configuration Management, Change Management and/or Systems Engineering experience in leading the technical architecture of Configuration and Release Management industry best practices
- Experience with Configuration Management technologies such as Jenkins, Octopus, Harness, Github, Artifactory
- AWS and/or Azure experience preferred
Overview Do you want to help IBR build a portfolio of next-generation enterprise world class systems? The Lead Configuration Manager Subject Matter Expert (SME) is responsible for leading all technical aspects in establishing a Configuration Management/Release Management Center of Excellence (CMCoE). The Center of Excellence will provide enterprise level support throughout the Census Bureau. Therefore, an enterprise system configuration management (SCM) which also consists of Release Management (RM) is needed to manage all the changes and to provide a disciplined approach to change management. The CMCoE will improve compliance, efficiency, and cost reduction through shared licenses, Authority to Operate (ATOs) security controls, and maintenance costs. The CMCoE will also provide standard processes, procedures, and policies for the deployment of software from environment to environment, auditing, and standard release management.
Responsibilities - Lead technical architecture and design discussions within the CM team and with Senior Management
- Develop a technical roadmap and implementation plan to implement CM industry best practices.
- Maintain the baseline for efforts using Agile and DevSecOps methodologies
- Maintain the baseline for cloud-based systems
- Design and Implement Configuration Management Database (CMDB) of configuration items (CI) such as onboarding new hardware/software technologies accurately and confirm that items are correctly documented
- Review all configuration management related documentation and provide valuable comments/feedback
- Lead IT team in IT Configuration Management, metrics and reporting and ITSM process management
- Participate in cross-functional change control boards that included Record CCB approved changes, coordinate, schedule and facilitate meetings, create agenda and meeting minutes
- Oversight in the producing of release notes and CM Metric reports
- Develop presentations and brief to Senior Management
- Advanced written and verbal communication
Qualifications - Expert level experience in configuration, release and change management principles
- Expert understanding of all phases of the software development lifecycle
- Demonstrated ability to lead and think strategically and to build consensus to make programs successful
- Advanced working knowledge of Continuous Delivery Tools such as Jenkins, Octopus, Harness, etc.
- Advanced working knowledge of Version Control Tools such as Github, Gitlab, etc.
- Advanced working knowledge of JIRA for Release, project, and requirement management
- Advanced working knowledge of Continuous Integration Tools such as Cloud bees Jenkins, Gitlab, Github, etc.
- Advanced working knowledge of Artifact Repositories such as Nexus, Artifactory, etc.
- Advanced working knowledge of Release Management Tools such as JIRA, Serena Business Manager, Jenkins, etc.
- Strong working knowledge of Cloud Platforms AWS and Azure
- Advanced experience creating CM Metric reports
- Advanced working knowledge of Linux/Unix commands
- Ability to support CM tools suite of applications capabilities to enhance the Dev/Sec/Ops and Continuous Integration / Continuous Delivery model in support of Agile methodologies
- Advanced experience in supporting the inclusion of Dev/Sec/Ops open-source tools in all CM phases
- Experience leading and performing audit reviews for configuration management processes
- Advanced experience using Microsoft suite included but not limited to Excel, PowerPoint, Word, and Project.
