Leidos is at the forefront of designing and deploying a comprehensive DoD-wide Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) workflow management platform focused on Open Source Intelligence (OSINT). As our Lead OSINT Technology Expert, you will be instrumental in architecting a platform that enhances mission success through innovative AI/ML applications, user-centric design, and compliance with Intelligence Community standards and policies.

Your contributions will shape the future of big data analytics tools and micro-service development across various project timelines, from Agile sprints to extensive R&D cycles. While most work is on-site at our Bethesda, MD and Reston, VA locations, we also support flexible work arrangements, including occasional remote tasks based on client needs.
In this role, you will closely collaborate with Systems Engineers, Software Engineers, Architects, Program Management, and Government counterparts to conduct thorough requirements analysis, evaluate technologies, and develop innovative integration stories in partnership with the Workflow Management Integration Lead. You will lead interactions with stakeholders, prepare detailed capability briefs, define user requirements, and promote technology adoption through engaging demonstrations and training sessions.
Your key responsibilities will include: - Mapping OSINT business processes, developing flowcharts, and defining specifications for system compatibility.
- Gathering user stories from OSINT stakeholders to drive feature creation and enhancements.
- Serving as the subject matter expert on OSINT standards, ensuring they inform system design and implementation.
- Preparing and delivering comprehensive system capability presentations.
- Leading demonstrations of new systems to stakeholders.
- Conducting process analyses during Agile sprints, contributing to sprint planning, and maintaining project documentation using tools like JIRA and Confluence.
- Understanding software features to communicate project progress effectively.
- Participating in Agile meetings, documenting insights and actions.
- Identifying and communicating innovative automation solutions to the development team.
- Supporting the identification of external dependencies as needed.
We seek individuals who are enthusiastic and possess the following qualifications: - Bachelor's degree or equivalent experience with at least 15 years in intelligence operations and technology product research and development.
- Proven expertise in steering enterprise management technology initiatives within the Defense Intelligence Enterprise.
- Active Top Secret security clearance and ability to obtain and maintain TS/SCI with Polygraph clearance.
- Minimum of 8 years' hands-on experience in the OSINT technology domain overseeing Publicly Available and Commercially Available Information exploitation.
- At least 5 years' experience evaluating and developing commercial OSINT collection and analytical technologies.
- History of delivering capability briefs that meet IC standards.
- Experience translating user stories into actionable intelligence mission objectives.
- Deep understanding of OSINT strategies and advanced industry techniques.
- A collaborative mindset and ability to lead Agile scrum teams comprising data scientists and engineers.
- Exceptional verbal and written communication skills.
- Aptitude for thriving in dynamic and fast-paced environments.
- Proven ability to engage in cross-functional planning and execution.
Preferred qualifications that would impress us include: - Project Management Professional certification.
- Strong background in Agile project management and federal project coordination.
- Familiarity with tools such as Gitlab, JIRA, Confluence, and diagramming software.
- Experience with programming languages like Python, Java, and React.
- Knowledge of big data applications.
- Familiarity with Managed Attribution applications.
- Scaled Agile Framework (SAFe Agilist) certification or equivalent.
