Job Description:
Essential Duties and Responsibilities:
- Serve as the lead liaison for labor relations issues, representing in disciplinary actions, grievances, and personnel complaints.
- Act as the primary representative with the Texas Workforce Commission in workers' compensation cases. Defend agency interests and gather documentation to support legal positions.
- Conduct complex labor relations research, analyze policy implications, and offer recommendations to ensure consistency in application across departments.
- Develop and implement labor relations strategies aligned with organizational goals and compliance requirements.
- Collaborate with legal counsel in managing grievance hearings, arbitration cases, and internal dispute resolutions.
- Administer updates to employment Manuals and labor policy documentation, ensuring compliance with state and federal law.
- Conduct confidential internal investigations involving employee misconduct, workplace harassment, or other labor concerns.
- Provide statistical and analytical support related to employee grievances and trends in labor relations.
- Coordinate union negotiations and communications with employee representatives, assisting with collective bargaining preparation and documentation.
- Deliver agency-wide labor relations training and workshops for managers and employees.
- Monitor and report on labor satisfaction, policy effectiveness, and adherence to workplace standards.
- Offer mentorship and guidance to junior Labor Relations Specialists, delegating tasks and overseeing quality.
- Develop tools and programs that improve employee engagement and conflict resolution strategies.
- Manage high-stakes or sensitive disciplinary cases, ensuring adherence to due process and minimizing litigation risk.
- Serve as the department's representative on cross-functional committees or projects involving workforce policies.
- Draft and present formal responses to legal inquiries, agency audits, and compliance-related reviews.
- Stay informed of legislative updates, emerging labor relations trends, and industry best practices.
Minimum Knowledge, Skills, and Abilities Required:
- Bachelor's degree in Industrial Relations, Business Administration, Human Resources, Industrial Psychology, or a closely related field.
- Minimum of 5 years of progressive experience in labor/employee relations, including advising management on policy and disciplinary action.
- Strong knowledge of federal, state, and local labor laws and regulations, union environments, and employment best practices.
- PHR certification is preferred.
- Exceptional communication and interpersonal skills with the ability to manage sensitive employee relations issues tactfully.
- High level of proficiency in office software (Microsoft Office, HRIS systems, etc.).
- Strong analytical, organizational, and decision-making skills.
- Ability to manage multiple priorities simultaneously while ensuring accuracy and confidentiality.
- Capable of preparing and delivering clear, data-driven reports and presentations to executive leadership.
- Demonstrated ability to navigate complex labor relations environments and influence without direct authority.
