EXTRA Salary Information:
The target pay range typically considered for this position is $84,372.00-$120,204.00 (Range of Consideration) annually. The full pay range for this WMS Band is $68,940.00-$126,528.00 (Full Band Range) annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training. We will consider your individual qualifications, should we make you an offer of employment.

The Claims Administration program is looking for a Claims Operations Manager to help manage the delivery of timely and quality claims adjudication activities. This position is responsible for setting production and quality standards and leading supervisors and staff in meeting or exceeding those standards. This position directly coaches and mentors supervisors to provide them with transparency of information, techniques, and feedback to maximize their success in managing their employees. Additionally, the Claims Operations Manager actively participates in the identification, goal setting, implementation planning and establishing measures for process improvements within Claims Administration. With peer managers, this position is responsible for the effective implementation of both long and short term goals of the agency and division.
Duties
Some of what you'll do:
  • Plan, lead, organize, and control the work performed by the Designated Service Area (DSA).
  • Assure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisals and professional development opportunities.
  • Use strategic thinking to evaluate proposed actions and timelines against organizational mission and values. Work with other managers from Insurance Services, Legal Services, Field Services, Office of the Medical Director and Health Services Analysis to coordinate programs and ensure consistency in service delivery.
  • Participate in Claims Administration management team, with responsibility to develop, implement and meet strategic business plans for the Insurance Services Division.
  • Ensure the safety and well-being of staff by actively promoting safe working principles and leading by example in regard to working safely.
  • Identify risks in areas of human resource management and, in collaboration with the Office of Human Resources, develop contingency plans to mitigate risk.
  • Provide program oversight regarding recruitment and hiring, disciplinary actions, labor-management relations, classification and pay, succession planning, employee training and development, and internal safety and health.
  • Interface with customer groups of medical and vocational providers, attorneys, employers or third-party representatives, legislators and their staff and the governor's office for the purpose of sharing information, resolving complaints, presenting new policy development plans or service enhancements.
  • Effectively manage direct reports to ensure consistency and quality in decision making and application of regulations and policies.
  • Develop and oversee effective processes to ensure quality, timely work and help ensure the financial and operational integrity of the claims program.
Qualifications
Required:
  • L&I employees with five (5) years of experience adjudicating workers' compensation or crime victims' compensation claims.
    • Three (3) years of total experience must be in the adjudication of time loss payments in a workers' compensation (RCW Title 51) or crime victims' compensation insurance program with at least one (1) year experience at the Workers' Compensation Adjudicator 3 level or higher.
Desired:
  • Bachelor's degree in business administration, organizational management, public administration or allied field.
  • Knowledge of advanced principles of management; general state government operations; labor laws and regulations; risk management principles; principles of personnel administration; policy development and analysis; group facilitation; budget administration; legislative and rule development systems.
  • Ability to manage and lead others; build coalitions among constituents and stakeholder groups; develop, monitor and manage budgets; independently solve problems; facilitate group meetings; effectively communicate both verbally and in writing; analyze data to produce meaningful information; negotiate and mediate disputes.

For this position, telework is dependent upon business needs and supervisor approval. The assigned duty station for this position is Tumwater, Washington.
