General Statement of the Job & Essential Functions
GENERAL STATEMENT OF JOB
Under general supervision, is responsible for the operation of voice networks including software and hardware linking computer systems, telephone systems, and other electronic equipment in City departments and agencies. Works to maintain the high availability of voice networks, design and implementation, and recommends advances in voice technology to improve voice communications connectivity throughout City departments. Reports to the Chief Information Officer.
ESSENTIAL JOB FUNCTIONS
Installs, maintains, and tests all wired and wireless voice communications equipment including handsets, Bluetooth technology, and communications gateways. Troubleshoots and resolves voice network problems. Installs new software and upgrades software for voice operations.
Recommends advances in voice network technology to improve data and voice services; designs voice network topologies and configures equipment to provide optimum performance. Monitors the performance of all voice network segments; minimizes network delays and bottlenecks.
Manages all add, move, and changes of user extensions and physical location software updating for emergency services.
Maintains accurate equipment inventory and maintenance records. Manages equipment warrantees and maintenance plans.
Administrates City telephone systems.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Knowledge of Job: Thorough knowledge of networking protocols. Has thorough knowledge of the principles and practices of voice network administration, including LAN, WAN, VOIP, SIP. Have thorough knowledge of the operating characteristics, capabilities, limitations, and service requirements of computers and auxiliary equipment to include network routers, switches, and telephone equipment. Has thorough knowledge of the operation of computers, computer and telephone software, and peripheral equipment. Has considerable knowledge of the various types of input and output media. Has considerable knowledge of data processing operations, procedures, and terminology. Has general knowledge of modem practices and procedures. Has some knowledge of current literature, trends, and developments in the field of computer operations. Is able to detect and repair network failures. Able to revise production and testing schedules for the achievement of maximum computer time utilization. Able to understand and follow complex oral and written instructions. Is able to prepare clear and concise instructions and convey them orally and in writing. Is able to establish and maintain effective working relationships as necessitated by work assignments. Has knowledge of VLANs, Trunking, IP Telephony and QOS service implementation

Education, Experience & Special Requirements
EDUCATION & EXPERIENCE
Bachelor's Degree in Business Administration or a related field; 3 to 5 years' experience in network administration computer installation, telephony and maintenance and repair of LAN and WAN equipment; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Physical Requirements: Must be physically able to operate a variety of computers and peripheral equipment, scanners, copiers, typewriters, telephones, etc. Must be able to exert up to 50 pounds of force to carry, push, pull or otherwise move objects. Must have the ability to stoop, kneel, crouch, crawl, climb, and balance. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Requires occasional use of city vehicle.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Receives instructions, assignments, and/or directions from supervisors. May include giving instructions, assignments, and/or directions to subordinates.
