- Works with Business Analysts to effectively implement requirements, processes, and functional specifications in support of business priorities.
- Support software, web and database applications used by the Authority including Yardi Voyager, UKG Pro and other Enterprise and Department level applications; assisting with the installation, implementations and upgrades for these systems and provide ongoing support in their effective use.
- Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency.
- Provides database administration support for the Authority's data warehouse environment utilizing Microsoft SQL Server as the primary database system.
- Works with Subject Matter Experts to implement complex IT solutions by defining and analyzing system requirements, testing solutions, and validating performance meets the specified need.
- Writes and maintains user and technical operating instructions and documentation; provides training to users and advises on best practices.
- Defines application problem by conferring with Business Analyst in evaluating procedures and processes.
- Coordinate testing and process changes through the organization as needed.
- Provide second-level technical support for end users, opening, updating, and closing Help Desk Tickets
- Optimize BI solutions for performance, scalability, and usability.
- Organizes and prioritizes a variety of projects and multiple tasks in an effective and timely manner; organizes own work, sets priorities for self and others, and meets critical timelines/deadlines.
- Performs other related duties as assigned.

Education and/or Experience Bachelor of Science degree (B. S.) from an accredited college or university in computer science or related field, and a concentration in software applications; and at least two (2) years' related experience or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
Microsoft Certified Applications' Developer or Microsoft Certified Database Administrator or possess other equivalent certifications a plus. The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

Technical SkillsTo perform this job successfully, an individual should have technical knowledge of:
- Microsoft SQL Server and familiarity
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio)
- Knowledge of software development methodologies and programming languages
- Experience with software testing and quality assurance
- Knowledge of SQL and database management systems
- Familiarity with data modeling and data analysis techniques
- Understanding of software development tools such as JIRA, Git, or SVN.
- HTML and/or XML programming and principles of operation.
- Website development and maintenance.
And the ability to:
- Troubleshoot and isolate software and data-related errors.
Supervisory Controls The supervisor outlines overall objectives and available resources. The incumbent and the supervisor, in consultation, discuss timeframes, scope of assignment and possible stages and approaches. The incumbent independently carries out assignments, keeping the supervisor informed of the status and any complex, intricate, or controversial issues or problems.
The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements and producing expected results, and adherence to requirements.
Guidelines The incumbent works with various requirements, reference materials and manuals or applications in which general guidelines are available, but have gaps. The guidelines may require modifications to adjust or adapt to new requirements.
The incumbent utilizes considerable judgment in interpreting and modifying for adaptation to specific problems.

Scope and Effect The work involves providing critical support necessary to effectively ensure that the purpose, goals and objectives of each assignment meet the needs of the users and support the mission of the Information Technology Department.
Personal Contacts Contacts vary and may be with IT employees and subject matter experts inside and outside DCHA or other agencies or non-governmental organizations; other staff and managers including users of DCHA; vendors, consultants, contractors, and as appropriate, the general public.
Purpose of Contacts The contacts are to plan, coordinate and schedule work requirements; and to influence and persuade management to accept and implement findings and recommendations to resolve IT systems operating problems.
