Summary This IT SPECIALIST (INFOSEC) position is located at an Air National Guard Squadron and is part of the CA 148 SOPS. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the IT SPECIALIST (INFOSEC), GS-2210-9/11, is to serve as the unit Information Assurance Specialist during day-to-day in-garrison planning and execution of information assurance and to serve as planner for deployed in place operations requiring the same. The incumbent administers the communication-computer security and awareness training programs. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must obtain and maintain a Top Secret clearance and be eligible for access to Special Compartmented Information (SCI) THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M Qualifications IT SPECIALIST (INFOSEC), GS-2210-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Receiving, maintaining, and issuing data storage media for computer operations; Experience in scheduling the use of computer time for program processing; Experience in IT help-desk related activities; Experience collecting and sequentially staging input media with associated program instructions for processing; Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; Experience in analysis of the interrelationship of pertinent components of the system; Experience planning the sequence of actions necessary to accomplish the assignment; Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. IT SPECIALIST (INFOSEC), GS-2210-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor. Your qualifications will be evaluated on the following competencies: Customer Service Data and Content Management Information Management Operating Systems Education Substitution of Education for Specialized Experience: GS-09: Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree GS-11: Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
