MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state's natural resources in a way that creates a sustainable quality of life for all Minnesotans.

As an IT Senior Project Manager with Minnesota IT Services (MNIT) and the Department of Natural Resources (DNR), you will manage the development, enhancement, or retirement of complex IT and business solutions on a statewide basis. This includes working with a variety of technologies to support and enhance foundational infrastructure, services, systems, and enterprise software applications.

In this role, you will be responsible for initiating, planning, executing, controlling, and closing projects and programs using industry best practices and standards from the Project Management Body of Knowledge (PMBOK) and MNIT Services.

Some of your key responsibilities will include:
  • Leading a large complex project or multiple medium-sized projects with a focus on quality and consistency.
  • Vendor management.
  • Utilizing project planning, scheduling, scope, budget, and risk management, status reporting, change control, and issue resolution.
  • Ensuring projects are delivered successfully and documented thoroughly.

This position requires an employee to be onsite in St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

This position requires a minimum of five (5) years of experience in performing IT project management functions.

Experience must include:
  • Managing and/or providing project management consultation for all aspects of the design, development, and implementation of IT programs and projects. Included are leading, advising, assisting and/or reviewing the work of other project staff members; estimating project costs, managing cost budgeting and control; and developing best practices, project standards, processes and/or procedures.
  • Vendor management experience on one or more large scale project(s).
  • Negotiation and facilitation skills required to participate in discussions among representatives from multiple stakeholder groups including system users, partner agencies, and IT staff on highly complex and sometimes very sensitive issues.
  • Demonstrated experience with risk identification and management.
  • Experience presenting recommendations to senior management and facilitating the decision-making process.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications
  • PMP (Project Management Professional) certification or similar certifications such as ITIL, Six Sigma, or Agile methodologies.
  • Demonstrated ability to lead and motivate cross-functional teams, fostering collaboration and achieving project goals.
  • Strong analytical skills and creativity in solving complex problems, organizing and prioritizing multiple deadlines, and developing innovative solutions.
  • Flexibility in adapting to changing project requirements and environments, including managing multiple priorities effectively.
  • Excellent interpersonal skills to build and maintain relationships with stakeholders, team members, and vendors and to facilitate group discussions that drive decision-making.
  • Proven ability to manage and resolve conflicts within project teams and with stakeholders.
  • Strong presentation skills including material development, medium selection tailored to the audience, and presenting.
