Introduction The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland's $46 billion insurance industry and protects consumers by monitoring and enforcing insurers' and insurance professionals' compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES The Maryland Insurance Administration (MIA) is seeking a highly skilled Senior Project Manager to lead the implementation of a NEW Salesforce project. This role requires a strategic thinker with strong leadership skills who can collaborate with the Salesforce team to drive planning, define functional requirements, oversee design execution, manage sprints, establish system interfaces, and develop comprehensive test and training plans. This position is located in the Office of the Commissioner and will report directly to the Chief of Staff. Duties for this position include, but are not limited to, the following:
- Oversees project methodologies, delivery processes, and implementation management, including project scheduling, risk assessment, issue resolution, scope management, and budget oversight.
- Identifies, analyzes, and defines emerging technical requirements and IT initiatives to support project objectives.
- Ensures successful and timely completion of IT projects that align with business needs, maximizes efficiencies, and delivers high-quality end results.
- Develops a workload management plan to optimize resource allocation and project assignments.
MINIMUM QUALIFICATIONSEducation: Bachelor of Science degree in Information Technology Management, Computer Science, Computer Engineering, or a related field from an accredited institution.
Experience: Ten (10) years of project management experience with a strong background in overseeing IT projects.
Certifications: Agile certification (PMI-ACP, Certified Scrum Master, or other relevant certification)
DESIRED OR PREFERRED QUALIFICATIONS - Project Management Professional (PMP) Certification.
- Proven leadership, communication, and interpersonal skills with experience leading technology transformations.
- Expertise in implementing enterprise-level platforms such as Salesforce, Microsoft Azure, or Amazon Web Services (AWS).
- Proficiency in Visio, MS project, and Agile tools such as JIRA.
- Deep understanding of AGILE methodologies (Scrum, Kanban, XP, etc.) and their practical application.
- Strong financial acumen with experience in project budgeting and cost management.
- Working knowledge of Systems Development Life Cycle (SDLC) methodologies, including Agile and Waterfall frameworks.
BENEFITS Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
