Summary:
The IS Senior Network Engineer works for and under the general direction of an IS Manager. This position is required to drive and influence technology decisions, establish standards, create policies (used by both other technology teams and end users), and assisting in resolution of support issues requiring technical escalations. This position's responsibilities include architecture, designing, implementing, and supporting the network architecture and enterprise network solutions.

PERSONAL FUNCTIONS/DECISION SKILLS:
  • Process Monthly invoices from Carriers / ISP's for Account Payable
    • Verify accurate A/P coding for all service elements by working with Accounts Payable, assigned Finance Accounts for the specific cost center.
    • Maintain detailed records of all Billing Account Numbers (BANs)
    • Prepare inquires and submit to Carriers / ISPs when errors or other issues are discovered during monthly processing and maintain records of the dispositions on these items.
    • Audit Changes to monthly services elements (semi-annually).
  • Work with Carriers / ISP representatives to resolve issues.
    • Maintain Accurate Service Records by either spreadsheet or database, both internally and through vendors portal.
    • Regularly review contracted rates for telecommunications services for with Carriers and ISP.
    • Communicate with Senior Network Engineers on the function and needs of the Ballad Health infrastructure regularly.
    • Process service requests for both new services and disconnects per approved procedures of the Carriers / ISPs.
    • Review all telecommunication agreements and renewals with IT Networking Director.
  • Administrate Company issued cellular devices in general through the approved cellular carriers.
    • Work with the appropriate Team Members to review services, features, and assignment of the cost centers.
    • Order new and replacement hardware as required, per company policies.
    • Attempt to maintain good records of cost center assignment by spreadsheet or database.
  • Work with Grant department on participating with Universal Service Administrative Company (USAC) credit program for Rural Healthcare and Consortium
    • Provide necessary carrier service element information, in the form of specific monthly invoices when required.
    • Report any monthly processing of the BANs the receipt of credits received for USAC payment and forward this information to Grant department.
    • Participate with conference calls when required with Ballad Health grant department and consultants handling the Ballad Health service.
    • Record and Report changes for any service elements to Ballad Health Grant department and consultants in a timely manner.

TECHNICAL DETAILS (possessing deep skills in any of the following is favorable):

• Extensive Cisco data center, Core, Distribution, and Edge experience

• F5 experience, load balancing technologies

• Cisco firewall, voice, wireless experience

• SIEM experience

• IPS/IDS experience

• Multicast hands-on experience

• Network management, performance, and fault management (Cisco Prime or similar)

• TCP/IP, Multilayer Switching, Routing Protocols (BGP, OSPF, EIGRP) QOS, metro Ethernet, PRI, SIP, MGCP, and MPLS experience

The IS Senior Network Engineer is an Information Systems Department representative to other Ballad Health departments within the organization. This position possesses skills in gathering requirements from business process owners, formulating a solution, directing activities to implement a solution and maintaining a delivered solution.

The IS Senior Network Engineer must show initiative, sound judgment and high aptitude for organization and attention to detail. This person must possess excellent verbal and written communication skills and above average intelligence to comprehend and solve problems.

Requirements:
This position requires one of the following:
1. A Bachelor's Degree (preferably in Healthcare, Business or Computer Science) with five (5) years of relevant experience, or

2. An Associate's Degree (preferably in Healthcare, Business or Computer Science) with seven (7) years of relevant experience, or

3. Nine (9) or more years of relevant experience
