DescriptionManages projects requiring advanced technical and professional expertise, analyzing intricate City operations and overseeing the development, design, implementation, and maintenance of information systems and related programs across all City Departments.
This position has flexibility for hybrid remote opportunities after 6 months and the completion of the departments non virtual orientation and training.
Essential DutiesESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
- Leads cross-functional project teams in systems analysis, design, development, and implementation of the City's enterprise systems and applications.
- Execute, and oversee information technology projects, ensuring they are completed on time, within budget, and meet the specified objectives and requirements.
- Act as a liaison between business and technical aspects, manage project teams, communicate with stakeholders, serve as a liaison to vendors, and facilitate effective communication between vendors and stakeholders.
- Follows the City's established project management methodology while generating standardized project documentation.
- Analyzes client departmental procedures and/or problem areas and takes part in feasibility studies for the potential application of information systems.
- Creates system documentation.
- Participates in the installation, configuration, implementation, operation, and maintenance of software packages.
- Tests and implements programs to interface and integrate applications and databases.
- Coordinates major releases for software applications, encompassing both in-house developed and packaged solutions.
- Performs data analysis and data migrations.
- Acts as the primary liaison with external software suppliers for application support and enhancement initiatives.
- Develops, documents, and maintains procedures for the efficient operation of application software.
- Meets with user representatives and discusses operational problems/developments and related existing or potential computerized applications.
- Comprehend system operations and deliver user assistance for enterprise software solutions.

- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES - This job has no supervisory responsibilities.
Minimum Education and Experience RequiredQUALIFICATIONS

Education and/or Experience
- Bachelor's degree (B.A.) from a four-year college or university in computer science, information systems, or a related field, along with at least four years of professional experience in information systems-or an equivalent combination of education and experience-is required.
- PMP or an equivalent project management certification is preferred
- A proven record of completing projects on time and within budget is necessary.
- Advanced proficiency in Microsoft Excel and Word, with the ability to efficiently manage and analyze data and produce high-quality documentation.
- Demonstrated experience working with Microsoft SharePoint, Teams, and Planner.
Other Qualifications
Language Skills:
Demonstrated ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations. Proven skill in drafting reports, business correspondence, and procedure manuals. Adept at presenting information clearly and addressing questions from managers, clients, customers, and the public.
Reasoning Ability
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Interpersonal Skills
Solid interpersonal and conflict resolution skills to support users and business processes for all City Departments. Conflict resolution skills for working with client users and operational staff.
Technical Knowledge
Understanding of IT infrastructure, software, and hardware.
Leadership Skills:
Ability to lead, motivate, and manage project teams.
Additional Requirements- Possession of valid driver's license issued by Commonwealth of Virginia with an acceptable driving record that meets the criteria of the City.
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
