Position Summary:Executes projects and programs in support of the Information Technology Master Plan. Manage
and lead projects and programs by taking responsibility of all phases of a project, thereby being
accountable for its success. Performs project management functions associated with managing
all phases of a project, as defined by either the Project Management Institute PMBOK or the Port
Houston Project Management Standard. Manages and coordinates the work of internal and
external resources, as required. Reviews designs, drawings, specifications, estimates, and
reports necessary for the preparation of project related documentation.

Key Responsibilities/Duties:
  • Manage and execute a wide range of projects thru the phases of structured project
    management, based on the PMI PMBOK or Port Houston Project Management
    Standard: (Initiation, Planning, Implementation, Execution, Controlling and Close)
  • Identify project requirements, analyze critical paths, and constraints, and develop
    detailed project plans utilizing the triple constraint of scope, schedule and resources
    (budget) to ensure successful project delivery
  • Perform project management activities on all assigned port projects
  • Lead/manage/coordinate project planning, including development of scope of work to
    meet the business needs of the project owner/sponsor
  • Use Port Houston project management systems and best practices; recommend
    improvements and efficiencies and assist in developing improved processes
  • Coordinate and communicate with and the related efforts of internal and external
    project resources to assure completed project meets scope and cost requirements
  • Review work of project team members for technical adequacy and completeness
  • Make presentations to stakeholders and sponsors to convey goals, objectives, technical
    direction, milestones and general status of projects
  • Prepare technical documentation and status reports covering various aspects of projects
  • Assist in the evaluation of proposals from consultants and contractors
  • Assist in the preparation of Requests for Commission Action and associated documents
  • Act in accordance with Port Houston core values (respect, excellence, accountability,

  • Perform other duties as required
Education/Experience:
  • Bachelor's degree from a public or accredited private academic institution required
  • 5+ years of related professional project management experience preferred
  • Project Management Professional (PMP) Certification preferred
Knowledge, Skills, Abilities and Behaviors:
  • Knowledge of the Project Management Institute (PMI) PMBOK - structured project
    management methodology and the related 5 phases
  • Knowledge of professional services contracts, and financial budgeting
  • Organization, time management and prioritization skills
  • Ability to concentrate and observe details while being interrupted
  • Ability to meet deadlines on routine basis
  • Ability to communicate with vendors, consultants, Port Houston executives and other
    Port Houston personnel, outside government entities, and members of the public
  • Ability to produce project documentation
  • Ability to establish and maintain effective working relationships
  • Ability to work without extensive direction or supervision in managing aspects of a
    project
  • Must exhibit a proficiency in oral/written communications
  • A current, valid Texas driver's license is required
  • A Transportation Worker Identification Credential (TWIC) must be obtained within 30
    days of appointment, and be maintained for the duration of employment
