The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
The foundational principles of the office are Integrity/Ethics, Objectivity and Accountability. OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller's authority is statutory.
Description of Work:
This position reports to the Deputy State Controller for Information Technology and oversees technical projects for the Office of the State Controller. The position assists all levels of management with strategic and project planning; and represents the Office externally as needed. The employee has the responsibility for planning and execution of OSC technical projects. Key project management responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the triple constraints for the projects (Scope, schedule and cost). The employee will deploy project management skills and tasks to represent and support OSC with external stakeholders implementing new technology, including the Office of State Human Resources (OSHR), the Office of State Budget and Management (OSBM), and others as required. Initial project responsibilities will include OSHR's Human Capital Management (HCM) Phase 1, which includes Recruitment, Onboarding, Offboarding, Position Description Management, Org Charting, and the related workflow and reports.
Responsibilities include:
• Gain a full understanding of OSC's existing systems functionality, data structures, and integrations as they relate to the scope of assigned projects
• Obtain a full understanding of the project deliverables including the defined scope of work, project timeline, work breakdown structure, and activity dependencies to align project plans with OSC's enhancement, routine, and system hygiene initiatives
• Develop professional relationships with project partners, vendors, and systems integrator project teams
• Represent OSC in detailed scope discussions/design meetings and involve the OSC team as needed to collect information, analyze proposals, etc. to ensure the final design and scope are acceptable to OSC and do not introduce additional risk to our current operations
• Manage data conversion and interface testing activities
• Provide regular updates to OSC leadership on project status
• Ensure go-live and hyper-care periods are seamless for OSC resources, and that the on-going interfaces do not add material workloads to OSC teams
• Develop planning strategies to meet long-range goals and objectives
• Arrange and assign work to use resources efficiently
• Establish work unit operating standards and procedures to comply with state and federal rules and regulations and agency practices, procedures, and principles
• Ensure all budget and timelines are met by creating project plans, schedules and working with project teams to meet the deliverables
• Serve as the management liaison resource between the State Controller and the Office of State Human Resources
• Facilitate the collection and refinement of requirements for state technology related projects and managing implementation and completion of Office of the State Controller project life cycles

Management Preferences
• An active Project Management Professional (PMP) certification
Minimum Education and Experience Requirements

Bachelor s degree in Computer Science or a related IT field, Business Administration, Project Management, or closely related degree from an appropriately accredited institution and four years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
