Position Summary
The IT Project Manager I is responsible for managing and providing project management training for university cross-institutional initiatives and executive-level projects. The position combines managerial responsibilities with in-depth, hands-on project management and training expertise. Work typically involves identifying, understanding, and managing the business impact of projects, while fostering strategic planning and coordination of information technology projects.
The position is responsible for providing leadership in project portfolio management; project management training and development; IT governance protocols; developing and coordinating performance metrics, measurement dashboards, and assessment structure; and ensuring quality assurance and compliance with the following entities: Winston-Salem State University's 2023-30 Strategic Plan, the International Organization for Standardization (ISO-27000), and the Project Management Institute (PMI).
The position works closely with all information technology units and university partners to ensure proper planning, coordination, and communication. Therefore, customer service skills and the ability to communicate effectively (written and verbal) with all types of customers are critical to the success of this position.

Portfolio Management & Governance
- Leading overall information technology strategic planning to achieve business goals by prioritizing strategic technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects.
- Oversees cross-institutional initiatives and executive-level projects, fostering strategic partnerships in achieving enterprise-wide goals and objectives.
- Assists the Director in governance oversight, project and portfolio management, and service delivery management.
- Lead the identification and implementation of project management methods, reporting, tools, templates, guidelines, and standards to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery.
- Leads the development of a comprehensive enterprise services program collaboratively with IT and University partners providing project management training and support services that consistently exceed customer expectations.
- Act in a consultative and collaborative capacity with IT directors and managers with the development and implementation of best practices and standards in process, design, architecture, and operations of all aspects of service-oriented information technology delivery.
Analytics & Assessments
- Be a solution architect by collaborating with IT business directors and managers to design or redesign systems or processes that can impact the IT business models and operational protocols.
- Guide the technical and strategic direction and development while ensuring alignment with IT business goals, utilizing business stakeholders' data assessments to inform necessary improvements and adjustments to the strategic technology plan.
- Assist in developing and evaluating future quality management and assessment approaches for enterprise IT services
- Develop, track, analyze and monitor Key Performance Indicators (KPIs) to assess technological performance and the reporting of results.
Customer Engagement
- Direct project management programs to monitor, evaluate and improve customer service.
- Supports CIO's strategic and operational planning to help address University goals designed to foster innovation, prioritize initiatives, and successfully manage technology service delivery.
- Builds strong University partnerships to ensure strategic plans, operational success, and response services are connected and executed successfully.
- As prescribed by CIO, create IT procedures and guidelines to ensure compliance with the University policy and federal and state regulations.

Department Required Skills
Graduation from a 4-year institution with a degree in Computer Science or a closely related degree from an appropriately accredited institution; or a bachelor's degree in Business Administration, Project Management, or closely related degree from an appropriately accredited institution and 0-2 years of experience in IT project management or technical project management related work. A combination of experience and education will be considered.
Must possess an understanding of the following:
Providing leadership for planning, developing, and implementing information technology strategic initiatives. Leading the development of comprehensive enterprise projects collaboratively with IT and University partners. Developing, tracking, analyzing, and monitoring Key Performance Indicators (KPIs) to assess technological project performance and the reporting of results. Leading process improvement initiatives and working in a consultative and collaborative fashion with other business owners and strategic business partners. Overseeing cross-institutional governance protocols and executive-level projects, fostering strategic partnerships in achieving enterprise-wide goals and objectives.
Preferred Years Experience, Skills, Training, Education
Master's degree with 3-5 years of higher education experience working with faculty, staff, and students in higher education. Project Management Professional (PMP) certification or closely related project or quality improvement certification(s).
