Job Description:

The Department of Information Technology Services (ITS) at SUNY Cobleskill seeks a motivated and detail-oriented Programmer/Analyst to join our innovative and collaborative team. This role will be instrumental in designing, developing, and optimizing campus-wide applications and systems, ensuring they align with institutional goals and enhance both academic and administrative experiences.

The Programmer/Analyst will analyze existing systems and workflows, identify opportunities for automation and security enhancements, and provide technical recommendations that drive continuous innovation. This position also plays a key role in supporting IT security initiatives, assisting in developing secure applications, and ensuring adherence to best practices for data protection.

The ideal candidate possesses strong problem-solving skills, programming expertise, and knowledge of IT security principles. They will collaborate with campus leadership, front-line staff, vendors, and technical teams to design and implement efficient, secure, and scalable solutions.

Duties and Responsibilities:
Application Development & Business Process Optimization:
  • Conduct business process analysis, design, and requirements gathering to establish or enhance system efficiencies.
  • Define scope and objectives to guide customers in mapping current-to-future state business processes that align with institutional goals.
  • Develop, modify, and document application programs for major interactive and administrative systems.
  • Write, test, and debug secure programming code based on user needs and specifications.
  • Implement business automation processes using campus technology and services.
  • Stay informed about the latest advancements in enterprise systems, automation, and programming technologies.
IT Security & Compliance Support:
  • Assist in developing secure application architectures and ensuring systems adhere to cybersecurity best practices.
  • Collaborate with the Information Security team to integrate security controls into applications and workflows.
  • Identify and remediate potential security vulnerabilities in application code and system configurations.
  • Support data governance efforts, ensuring compliance with campus security policies and industry regulations.
  • Assist in monitoring access controls, encryption, and secure authentication mechanisms for applications and databases.
  • Work closely with technical teams to ensure secure data handling, storage, and transmission across systems.
Project Management & Collaboration:
  • Act as a liaison between campus departments, vendors, and ITS teams to identify and resolve technical issues.
  • Assist in project and portfolio management, ensuring solutions align with campus-wide technology initiatives.
  • Work closely with IT security, network, and system administrators to enhance data integrity and cybersecurity measures.
  • Provide scheduled support and consultation outside normal business hours, as needed.
  • Maintain technical documentation for applications, security practices, and system configurations.
Requirements:

Minimum Qualifications
  • Bachelor's degree at the time of hire.
  • Knowledge of object-oriented programming principles.
  • Knowledge of relational databases and SQL.
  • Familiarity with IT security fundamentals and best practices.
  • Understanding of project management methodologies and techniques.
  • Analytical and problem-solving skills.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to build strong relationships with stakeholders across campus.
  • Ability to manage multiple priorities in a fast-paced environment.
Preferred Qualifications

In addition to the aforementioned minimum qualifications, it is preferred the candidate also have:
  • 1-3 years of experience in programming and system analysis.
  • Proficiency in SQL programming with modern relational databases.
  • Experience with Oracle PL/SQL and database optimization.
  • Familiarity with job scheduling tools such as ISE and CRON.
  • Experience working with Ellucian Banner or other higher education ERP systems.
  • Proficiency with report writing tools.
  • Experience with Linux/Unix commands and scripting.
  • Experience implementing secure coding practices and remediating security vulnerabilities.
  • Understanding of cybersecurity frameworks (e.g., NIST, CIS controls).
  • Prior experience working with IT security teams on compliance initiatives.
Additional Information:
  • The salary range for this position is $47,500 - $49,000.
