Responsible for planning, directing, and coordinating activities for all technology and business unit projects within a program. Ensures that program and project goals are accomplished and in line with business objectives. Is responsible for managing the team that develops and carries out internal IT and BU projects. Works closely with the user community in determining how technology might assist in addressing their needs, then translates these needs into system requirements and design specifications. Understands how to leverage applications for competitive advantage. Follow 's Project Management Methodology. Review project proposals to determine goals, time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of resources. Develop program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources. Formulate and define technical scope and objectives of project. Coordinate assignment of project personnel. Assign duties and responsibilities to project personnel. Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget. Review status reports prepared by project personnel and modify schedules and plans as required. Monitor project results against technical specifications. Develop and maintain technical and project documentation. Develop quality assurance test plans; direct quality assurance testing. Provide leadership and motivation to project team members throughout the project life cycle. Communicate plans, status, and issues to higher levels of management.

Position requires advanced knowledge which is predominantly intellectual in nature and requires the consistent exercise of discretion and judgment.

SKILLS REQUIRED:
Plans, directs, and coordinates activities of technology projects to ensure that goals or objectives of projects are accomplished within prescribed time frame and funding parameters. Ensures that project goals are accomplished and in line with business objectives. Is responsible for managing the team that develops and carries out internal IT projects. Follow 's Project Management methodology. Review project proposal to determine time frame, funding limitations, staffing requirements, and allotment of available departmental resources to various phases of project. Establish work plan and staffing for each phase of project. Formulate and define technical scope and objectives of project. Collaborate with project staff to outline work plan. Identify and schedule project deliverables, milestones, and required tasks. Assign duties and responsibilities to project personnel. Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget. Review status reports prepared by project personnel and modify schedules or plans as required. Use 's standards and procedures for project reporting and documentation. Prepare project reports for management, client, and/or others. Coordinate project activities with activities of business unit(s). Coordinate and respond to requests for changes from original specifications. Develop quality assurance test plans.

Demonstrated ability to lead and motivate staff to apply skills and techniques to solve dynamic problems. Excellent oral and written communication skills.

Experience Required:
Extensive project management experience. Demonstrated program management experience. Broad-based information systems and business experience; experience in software engineering involving development and testing of applications. Technical management exp.

Education Required:
PMP Certification Required

Bachelor of Science degree in Computer Science, Engineering, or other scientific discipline; a specialization in Management Information Systems preferred. Advanced degrees are desirable.
