Job Summary

The IT Procurement Technician supports technology procurement activities by developing and managing complex solicitations, ensuring regulatory compliance, and collaborating with stakeholders across departments. This role involves leading requirement-gathering sessions, drafting RFPs, analyzing procurement needs, and supporting negotiations for IT products and services. The ideal candidate brings a strong background in procurement processes, excellent communication skills, and experience supporting large-scale government technology initiatives.


Responsibilities

  • Develop and manage IT-related solicitation documents, including Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotes (RFQs).
  • Collaborate with subject matter experts to gather, refine, and validate procurement requirements.
  • Lead Joint Application Development (JAD) sessions with stakeholders to elicit functional and technical requirements.
  • Analyze program needs across multiple departments to ensure comprehensive procurement coverage.
  • Provide technical procurement guidance to HHSC IT, Medicaid & CHIP Services (MCS), and other internal teams.
  • Coordinate with Procurement and Contracting Services (PCS) and Legal Services to determine solicitation methods and manage procurement timelines.
  • Support vendor selection, pricing negotiations, and delivery scheduling.
  • Participate in procurement workgroups and contribute to training materials and presentations.

Qualifications & Experience

Required:

  • 5+ years of experience writing Requests for Proposals (RFPs)
  • 5+ years of experience leading JAD sessions to gather requirements from stakeholders
  • 5+ years of experience developing key performance measures for solicitations and contracts
  • 5+ years of experience performing quality assurance activities on large projects

Preferred:

  • Experience creating process flows for AS-IS and TO-BE models
  • Experience developing cost models, pricing workbooks, and financial requirements
  • Experience negotiating large-scale or complex contracts
  • Prior involvement in Federal funding request development (e.g., Planning/Implementation APDs)
  • CTCD or CTCM certification (preferred but not required)
