General Statement
Under the general direction of the Director and Assistant Director of IT, the Network Administrator's role is a support position and shall ensure the stable operation of the city networks and its network infrastructure. The Network Administrator advises the Director of Information Technology on infrastructure and network issues/needs. This includes planning, developing, installing, configuring, maintaining, securing, supporting, and optimizing all network hardware, software, and communication links. The person will also analyze and resolve end-user problems promptly and accurately and provide end-user training where required. Listed below are the primary responsibilities for this position. This position is based on-site at the City of Kyle Police Department, IT Office.

Essential Duties & Responsibilities
  • Lead, Install, configure, and maintain the institution's LAN/WAN and wireless infrastructure, ensuring all network related equipment is installed and tested following industry standards and practices.
  • Monitor network traffic and modify configurations to ensure proper security measures to protect the network from unauthorized access.
  • Designs, configures, and advises on all network routing solutions across the enterprise.
  • Assess and recommend ways to better manage and maintain a network spanning the City of Kyle.
  • Monitor network performance and recommend upgrades and improvements.
  • Review, direct, and advise on Domain Name Service (DNS), Dynamic Host Configuration Protocol (DHCP), and Local/Wide Area Networks (LAN/WAN) configurations and documentation
  • Keep network/phone equipment firmware and software updated.
  • Provide technical assistance to troubleshoot and resolve end-user problems.
  • Provide technical training to employees and faculty upon request.
  • Resolve network problems and provide on-site technical support services as required.
  • Troubleshoot Active Directory, DNS, DHCP, Group Policy, etc.
  • Creates system models, specifications, diagrams, and charts to provide direction to team
  • Records, tracks, and documents the problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution
  • Flexibility to respond to critical outages of network-related equipment outside regular work hours.
  • Configure and administer changes on phone switches and troubleshoot issues with the phone system.
  • Performs preventive maintenance, including the installation of service packs, patches, hot fixes, anti-virus software, etc.
  • Establish and maintain adequate procedures to ensure proper backups of device configurations.
  • Work closely with vendors, equipment manufacturers, consultants, and other agencies to help facilitate network-related equipment installation, operation, and maintenance.
  • Assist in getting quotes for technical equipment and the procurement process.
  • Perform other duties as assigned by the Director of Information Technology.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
  • Network Design, Routing Protocols (EIGRP, OSPF, BGP), Switching (STP, EtherChannel), Traffic Shaping and Policing, Scripting (Python), and information & physical Security
  • Ability to Configure, implement, document, and administer layer 2 and 3 IPv4 networks, subnets, VLANs, and peripheral networks to support the LAN and WAN
  • Knowledge of NextGen Firewalls in relation to configuration and monitoring
  • Extensive experience with core technologies, including hyper-converged infrastructure, Palo-Alto, Fortinet, Cisco, Extreme, Wireless Access Points
  • Ability to evaluate, source, and install networking hardware devices
  • Experience working with network topologies, network infrastructure, server infrastructure, switch configuration, and Internet-related services.
  • Operational knowledge of network and routing protocols
  • Functional understanding of switch configuration and programming
  • Ability to communicate effectively, both orally and in writing
  • Handle multiple priorities and tasks at once
  • Good project management skills.
  • Excellent written, oral, and interpersonal communication skills.
Minimum / Preferred Qualifications, Experience, and/or Certifications Required
  • Bachelor's degree from a regionally accredited college or university majoring in computer science, information services, networking, or related field.
  • Eight (8) years of increased responsibility as a Network Administrator or Network Engineer. Bachelor's Degree can be substituted for up to four (4) years of experience.
  • Possesses a current valid driver's license with a clean motor vehicle report that would result in the ability to drive city-owned vehicles.
Preferred Qualifications:
  • Network +, CCNA, Security + or CYSA + certifications,
  • Cisco Professional Level Certification
  • ISC Systems Security Certified Practitioner (SSCP)
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
