DEFINITION
To plan, organize, direct and coordinate the activities of the information technology division within the Communications Department including applications, network, and desktop support; to coordinate information technology activities with other City departments and divisions; and to provide highly complex staff assistance to the Communications Director.
SUPERVISION RECEIVED AND EXERCISED
The IT Manager receives administrative and general policy direction from the Communications Director. Exercises direct supervision over professional, technical, and/or clerical staff and IT contractors.
CLASS CHARACTERISTICS
The IT Manager manages all City information systems activities, including overall policy development, fiscal management, administration and operation of IT equipment. The incumbent is accountable for accomplishing unit planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines. Assignments allow for a high degree of administrative discretion in the day-to-day operations and contractor management for the unit.
• Develop and implement division goals, objectives, policies and procedures; prepare strategic plans related to information technology.
• Plan, organize and direct information technology activities including applications, network, and desktopsupport.
• Direct, oversee and participate in the development of the division work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods andprocedures.
• Prepare the division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
• Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the division.
• Act as management liaison to collaborate on City-wide technology solutions related to area of assignment.
• Oversee, manage and implement the most complex technology projects; assign project related activities to supervisory staff; manage complex timelines and budgets.
• Monitors changes in regulations and technology that may affect unit operations; implements policy and procedural changes as required to ensure compliance with state and federal laws.
• Locates, evaluates and negotiates contracts for technical maintenance services and directs the work of independent contractors and consultants.
• Answer questions and provide information to staff, management and others; investigate complaints and recommend corrective action as necessary to resolve complaints.
• Oversees IT Helpdesk and provides technology support to team members of the Service Desk as an escalation point for unsolved issues.
• Represent the department and division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Research and prepare technical and administrative reports; prepare written correspondence.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Foster an environment that embraces diversity, integrity, trust, and respect.
• Be an integral team player, which involves flexibility, cooperation, and communication. Perform related duties as assigned.
• Familiar with Public Safety Answering Point applications and hardware (CAD/RMS, 911 systems, call loggers, two-way radio, etc.) in order to liaise with other agencies, such as Contra Costa County and other neighboring agencies. Working knowledge of California Law Enforcement Telecommunications System (CLETS). Knowledge of:
• Principles and practices of information technology management.
• Principles and practices of leadership, motivation, team building and conflict resolution. Pertinent local, state and federal rules, regulations and laws.
• Modern office practices, methods and computer equipment. Principles and practices of organizational analysis and management. Budgeting procedures and techniques.
• Principles and practices of supervision, training and personnel management. Ability to:
• Organize and direct the day-to-day City-wide information technology operations.
• On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve division related issues; remember various rules and procedures; and explain and interpret policy.

• Work beyond normal business hours, attend evening meetings and/or perform weekend work, and the ability to travel. Minimum Qualifications
Experience and Education
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
A bachelor's degree from an accredited college with major coursework in cyber/network security, computer science, information technology, systems management, network administration, or a related field; and
Five (5) or more years of full-time computer operations experience, including two years of administrative and management responsibility, preferably in a public agency setting or a large-scale networked, multi-tiered, or mainframe computer environment; data communications network experience or experience in LAN or WAN computer environments, and/or local desktop support; and
Experience in Microsoft Server Administration with expertise in Microsoft Endpoint Configuration Management (MECM) is desired.
License and Certificate
Possession of, or ability to obtain, a valid California driver's license and Criminal Justice Information Services (CJIS) Certification, Level 4.
Working Conditions: Works predominantly inside. Must be available to work regular hours, be on call and respond to emergencies during and after scheduled work hours. May have to travel to sites outside of the City.
Physical Characteristics: Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to maintain attention to detail despite interruptions; strength to lift and carry computer hardware components weighing up to 30 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
