GENERAL DESCRIPTION
Performs highly advanced (senior-level) business analysis work. Work involves overseeing the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; the performance of post-implementation support of systems; and support of the systems development life cycle. Acts as Team Lead and/or may supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS
Oversees the service request life cycle through customer-related service request responses, business requirements coordination across program areas, business requirements elicitation from requesters, and technical specifications and related artifacts review; and monitors system integration and user acceptance testing prior to implementation.
• Oversees, assigns, evaluates, processes and monitors incoming Information Technology (IT) service requests.
• Oversees, develops and documents reporting mechanisms to track and prioritize incoming requests to align with existing technical capabilities and agency funding. Oversees and/or assesses and reviews user requirements, procedures, and problems to automate or improve existing systems; and computer system capabilities, workflow, and scheduling limitations.
• Oversees and negotiates agreements and commitments, from initial requirements to final implementation, through effective facilitation and communication between project/business stakeholders and division. Oversees the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
• Oversees and facilitates stakeholder business and strategy planning meetings with business stakeholders and division management.
• Leads and conducts research, analysis and consultation to analyze legislation and policy changes to evaluate and determine cost estimates and the impact of legislative initiatives on IT systems, processes, regulatory compliance and business requirements.
• Oversees and participates in providing input and consultation related to area of expertise to analyze legislation and drive the development of fiscal notes. Provides assistance to developers, systems analysts, or customers on system applications, software, and hardware; and provides production support to users of systems and applications, including on-site support as needed.
• Determines and reports on IT resources required to evaluate existing and proposed system or network infrastructure changes; determines level of effort and cost for requested changes and develops related benefit analysis in meeting high-level business needs. Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
• Develops and makes presentations to division and agency leadership and governing bodies to communicate recommendations, options, risks, cost benefit analysis, and end user impacts on business processes and system priorities. Consults on the analysis of an application, troubleshoots system problems, and implements solutions.
• Prepares and reviews complex project cost estimates and develops and proposes project solution and/or implementation plans.
• Performs root cause analysis for issues with IT systems and processes. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
• Advocates, coaches, and mitigates resistance to change to minimize disruption and achieve desired results from initiatives that are enabled by technology. Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans and provides comments and suggestions to document owners.
• Oversees, assigns, reviews, and provides input on complex project deliverables, such as project charters, quality management and risk assessment plans, workflow diagrams, and business cases. Develops training curriculum and conducts formal training sessions covering assigned systems module.
• Conducts work sessions with users and project team members to document business requirements, develop use cases and provide training on technology solutions. Develops the design and/or review of test cases, processes change requests, and manages a project's scope, acceptance, installation, and deployment.
• Leads and coordinates change management activities, ensuring frequent communication to business stakeholders about changes and impacts of changes.
• Collaborates with stakeholders to document and conduct user acceptance testing activities.
• Ensures scope of business analysis projects are clearly understood by division and agency leadership and business stakeholders. Prepares budgetary cost estimates and develops project implementation proposals, documentation, and scheduling; writes technical specifications and requests for proposals.
• Oversees the preparation of complex project cost estimates, ensuring accurate project proposals, supporting documentation and implementation plans.
• Creates, edits, and maintains technical documentation for current and future technology solutions. Monitors and evaluates quality of contractor products and services; coordinates interactions and activities of vendors.
• identifies agency-wide continuous process improvement initiatives, with primary emphasis on development of business process optimization, redesign, and use case development. May lead and/or participate in developing corrective actions plans for projects or programs determined to be out of compliance with established policies or processes.
• Ensures IT solutions and business decisions support the organization's short and long-term business goals/strategy and aligns with IT strategy. May supervise the work of others.
• Oversees, assigns and monitors the work of assigned staff and provides team leadership through coaching, guidance and mentorship.
• Mentors assigned staff to ensure division processes for delivering project and production support work are clearly communicated and expectations are defined.
• Coaches and guides assigned staff to address performance standards, provide information on responsibilities and expectations and provides feedback to division leadership, as requested.
• Coordinates leave schedule and provides backup coverage for Manager in their absence. Performs related work as assigned
KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of business systems analysis methodologies, high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and programming client/server applications.
• Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies
• Knowledge of information gathering techniques with ability to develop findings and recommendations from data collection.
• Knowledge of technical approaches used to deliver projects, products, and services to large client organizations and current and future IT trends and best practices.
• Knowledge of office productivity software including Microsoft Word, PowerPoint, Project, SharePoint, Visio, and Structured Query Language (SQL).
