Under general supervision, District Planner will perform work involving the design and development of electrical distribution projects, development of work orders, material estimates, plan reviews, easement acquisitions, and materials estimation prior to onset of construction. Incumbent will ensure easements have been acquired, material estimates are prepared, and financial reimbursements are received prior to release of projects. Will perform field staking and inspections of ongoing construction projects to monitor adherence and changes to the original design intent. Review As Build drawings for maintaining the Distribution Maps and Circuit One Line Drawings. Will prepare detailed specifications for unique design applications and initiate requisitions for non-stock items. Duties include the development of information for a wide variety of stakeholders, including public officials, contractors, consultants, engineers and the general public, for the purpose of communicating IPL Service Standards and project updates including: power distribution needs, technical requirements and project costs, concerns and changes. Responds to correspondence and prepares activity reports detailing status of ongoing, proposed, and completed projects. Performs other related duties as assigned. Minimum Qualifications: Bachelor's degree in business or related technical field and four years progressively responsible related experience; or a two year college or technical school degree, or equivalent combination of education, training and experience; and six years of progressively responsible related experience such as in combination of areas of electrical service policy, safety, construction standards and/or project management, or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Requires knowledge of principles of drafting. Knowledge in techniques of estimating, surveying, and rate structures. Knowledge of the National Electric Safety Code (NESC); National Electrical Code (NEC) plus electric utility distribution and street lighting design practices. Skilled in basic budgetary practices, administrative principles, project management and computer applications related to job. Requires effective written and oral communication skills with the ability to establish and maintain effective working relationships with supervisors, co-workers, external customers and contractors. Must complete NIMS training within first six months of hire. Physical Demands: While performing the essential functions of this job the incumbent is regularly required to lift and/or move up to 20 pounds; climb and/or balance; stoop, kneel, crouch or crawl; use hands to finger, handle or feel; reach with hands and arms. Working Conditions: Normal office environment, with regular exposure to outdoor weather conditions and bodily injury from electrical shock. Contact with Others: Regular contact with employees, customers, contractors, developers, engineers, and property owners.
