Description Position Title: F-35 Interoperability Analyst Company: ACT1 Federal Location: Arlington (Crystal City), VA About ACT1: Delivering mission-critical solutions and industry-leading talent to advance the missions of the partners, organizations, and communities we serve. Job Description: The F-35 Interoperability (IO) Analyst serves as an IO Subject Matter Expert (SME) for the F-35 Lightning II Joint Program Office (JPO) with a primary focus on orchestrating the documentation and reporting of F-35 joint external IO design compliance with Department of Defense (DoD) net centric guidance as well as the associated external IO operational/systems interface analysis and architecture management. This individual also serves as the F-35 IO SME for all IO-related deficiency reporting and analysis as well as IO risk management. Responsibilities: Document the planned F-35 external IO design in the Department of Defense Communications Information Officer (DoD CIO)-mandated architectural views and the associated F-35 military standards compliance to support Joint Staff's Joint Net Ready Key Performance Parameter (NR KPP) certification as well as Joint IO certification by the Joint IO Test Command (JITC) Orchestrate the substantive NR KPP compliance documentation required to justify to F-35 planned external IO design Includes authoring/documenting the associated F-35 joint military standards compliance and External IO Integrated Architecture views Develop and maintain the F-35 IO Support Plan (ISP) to delineate the final Block external IO design implementation and applicable military standards as well as other DoD Functional reporting compliance updates Tracks/orchestrates the Joint IO Certification technical and operational assessment verification activities to include required joint Waveform/Message Standards Conformance (WSC/MSC) certification and applicable Service-level testing to comply with Department of Defense JCIDS guidance Review and delineate joint military standards compliance and systems interface i.e., Information Exchange Requirement (IER) inputs on all F-35 requirements documents and Proposed Specification Change Notices (PSCNs) to ensure proper integration of IO-related certification requirements Provide F-35 justification documentation to justify approval of Interim Authority To Operate (IATO) approvals/extensions by the Department of Defense IO Steering Group (ISG) Coordinate joint certification assessments of U.S. Military Services/Partner Nation IO-related Concepts of Operations (CONOPs) to ensure F-35 airborne communications interface design implementation and associated certifications address joint and coalition force needs Maintain configuration control of IO-related risk management Provides status updates on behalf of the F-35 IO Lead to the Air System Technical Review Board (ASTRB) as well as the Risk Management Board Analyze identified IO-related information exchange message formatting, message transmit/receive, information fusion, and pilot vehicle interface Deficiency Reports (DRs) - Facilitates cross-functional validation of associated issues and then presents associated recommendations for proper status scoring and related mitigation plans to the JSF DR Review Board. Generates/coordinates associated issue mitigation procedures/workarounds in Flight Services Data (FSD) change requests. Maintains IO-related draft Action Request (AR) and Deficiency Report repositories Provide IO-related status inputs to the quarterly F-35 Defense Acquisition Executive Summary (DAES) reporting and also serves as the IO Team point of contact for IO-related inputs and updates to all F-35 planning documents. Requirements Required: SECRET security clearance with eligibility for SAR Bachelor's degree in a technical area 10 years of systems-to-systems level interface analysis experience in an engineering or technical position supporting DoD ACAT-I Acquisition Programs and in-depth knowledge of the Net Ready KPP and Joint IO Certification processes Four years of experience in processing DoD IO certification documentation as required by the JITC and DoD CIO/Joint Staff JS J6/J8 In-depth technical understanding of joint/coalition communications network interfaces and associated IO messaging Desired: Four years of developmental and/or operational test and evaluation experience
