DESCRIPTION Position: Integrated Broadcast Service (IBS) Program Manager Location: Fairfax, VA Clerance: TS/SCI Job Description: Mission Essential is a leading provider of Information Management system engineering, software development, information assurance, system modernization and is the primary provider of technical support for the Integrated Broadcast Service (IBS) Enterprise. IBS is the worldwide Department of Defense (DoD) joint program for transporting intelligence, surveillance & reconnaissance (ISR) and targeting data to all levels of tactical and strategic operational users. IBS provides global, 24/7, dissemination of time sensitive Indications & Warning and Force Protection data to Joint Warfighters and Collaborating Nation partners conducting military operations around the world. MEG serves a vital role in supporting the IBS Enterprise, providing continuity in skills crucial to support military operations. MEG integrates the talents and skills of team members to form an IBS Enterprise Support Services Team to provide world-class IBS customer support. Mission Essential is seeking an Integrated Broadcast Service (IBS) Program Manager who would be responsible for the successful execution of the IBS contract including cost and schedule, CDRL delivery and other deliverables, persistent coordination across the IBS enterprise with teammates and our government customers. The IBS Program Manager is also responsible for maintaining all Government security accreditations for the program and the Fairfax, Virginia site while leading a dynamic team of software engineers, electrical engineers, security staff, sustainment staff, operational support organizations and Cyber security personnel required to run this cutting-edge technical program. As the PM you will oversee a staff of 60-80 personnel in Fairfax and globally. The Program Manager must understand the IBS program, have exceptional leadership and communication skills. The Program Manager is expected to be able to adapt and find the best direction in a fast-paced, demanding environment. The Program Manager will demonstrate competent writing and oral communication skills and ensure quality products and services are delivered. REQUIREMENTS Minimum Qualifications:
• Bachelor's Degree (preferably a STEM degree)
• Project Management Professional (PMP) certification or equivalent
• Security Clearance: MUST be TS/SCI eligible
• Thorough technical understanding of tactical and strategic communications
• Good understanding of signals and electronic intelligence
• Excellent analytical skills, coupled with a strong sense of ownership, urgency, and drive
• Excellent written and verbal communication skills
• Strong attention to detail
• Skilled at prioritization and multi-tasking Desired Qualifications:
• Sound understanding of the IBS program
• Practical experience with the IBS program including an understanding of Over The Air Communications concepts
• Well-informed in current knowledge of DoD programmatic requirements
• Strong written and verbal communication skills and an ability to present in a clear and concise manner
• Familiarity with IBS Program
• Prior Tactical Military Intelligence Experience with C4ISR systems
• Working knowledge of C4ISR/EW Modular Open-Source Suite of Systems (CMOSS)
• Bachelor's Degree or equivalent experience in Engineering (10-15) years' experience
• Demonstrated knowledge of Agile project management / concepts using a rapid prototyping system
• Proficiency in MS Office (w/ emphasis on Project Manager Tool)
• 5+ years' experience completing deliverables working across globally distributed teams
• 5+ years' experience supporting cross-function capability in a team
• 3+ years' Program Management experience in a DoD or related program
