Summary

You will serve as a Information Technology Specialist (PLCYPLN) in the Secretary Of The Navy of DEP UNDERSECRETARY OF THE NAVY - ITD.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Clarification from the agency

Duties
  • You will act as a technical subject matter expert, providing analytical and technical advice to support and defend Department of the Navy (DON) information assurance (IA) and cybersecurity policies and business decisions.
  • You will develop information assurance policies, procedures, and assessment metrics, covering areas like FISMA, Risk Management Framework, Controlled Unclassified Information (CUI), and cloud computing.
  • You will evaluate higher authority policy impacts on the DON IT enterprise, assessing the relevance and applicability of security controls for risk management.
  • You will serve as Cyber Security Workforce (CSWF) Program Manager and oversee the Secret Internet Protocol Routing (SIPR) Network token program for DON and select Secretariat organizations.
  • You will provide programmatic support, deliver briefings, and research information assurance principles to ensure compliance with relevant National, Federal, DoD, and DON policies.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Earn and maintain appropriate credentials from Cyber IT/CSWF Qualification Matrix associated with the specialty area and level commensurate with the scope if major assigned duties for the position to which you are assigned
  • Participate in a continuous learning program. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employees and supervisor.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector:

- Experience Implementing and enforcing IA/CS policies and procedures for administrative services, in addition to participating in meetings to resolve IA issues and implement new program requirements.

- Experience managing Cyber Security Workforce implementation, reviews, updates compliance reporting in addition to managing incident reporting, and coordinating with stakeholders.

- Experience with administering and implementing Public Key Infrastructure (PKI) in a classified environment.

- Experience with IA/CS Research & Analysis: Investigates and analyzes IT and IM issues (policy, threats, incidents, requirements, etc.) to achieve IA/CS goals.

- Experience with recommending new IT service delivery approaches and creates written documentation of security control.
