Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of an Information Technology Specialist 3, SG-23, within the Office of Information Technology Services, Dedicated Support, New York State Higher Education Services Corporation in Albany, the Information Technology Specialist 2 Hourly, SG-NS, will be responsible for the International Business Machines z/OS Mainframe job scheduling for HESC systems. Specific duties include, but are not limited to, the following:
• Review previous night's run jobs for completion codes and identify and communicate errors.
• Ensure system availability and workflow for all scheduled customer activities.
• Operate and maintain production control scheduling packages for IBM z/OS mainframe including JCL (Job Control Language), IWS (IBM Workload Scheduler), TSO (Time Share Option)
• Update daily job parameters, job setup, execution, and scheduling.
• Develop, implement, and monitor the operations of the computer-based processing schedules for customer agencies.
• Maintain, update, and create documentation for production control including maintaining runbooks.
• Maintain system incident reports for compilation of daily reports and future reference.
• Manage of all files processing in and out of jobs, manual data/file transfers and output distribution,
• Demonstrate knowledge of the mainframe computer system and console software tools.
• Respond to system problems and console messages.
• Report issues to management and provide daily status updates
• Facilitate and participate in meetings with ITS and HESC customers.
• Communicate clearly, both verbally and in technical writing, with HESC and ITS team members.
• Perform other tasks as assigned by supervisors as necessary for the efficient operation of the production control Unit.
• Perform the full range of supervisory responsibilities, as applicable.

Minimum Qualifications Either 1. a bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;Or 2. a bachelor's or higher-level degree in any field AND one year of experience in information technology;Or 3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology;Or 4. two years of experience in information technology.Experience in information technology includes experience in one or more of the following computer-related areas: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
