About the Position The County of San Luis Obispo Health Agency is looking for a self-motivated, dynamic, and enthusiastic IT Manager to lead the Information Technology Division. The individual should have a strong background in project management and business leadership. The position requires a strategic thinker who can lead a team of information technology professionals eager to implement change and modernize services. A successful candidate will perform essential functions while working with County management, project stakeholders, consultants and staff to plan, budget, and manage staff.
Typical Tasks and Representative Duties - Fosters a business-oriented culture driven by continuous service delivery improvement
- Oversees the development, implementation, and compliance with enterprise technology standards, governance, and performance metrics to ensure IT services and solutions deliver value to the Health Agency
- Stays current on new technologies
- Provides direction on emerging technologies
- Provides leadership, coaching, and direction to Health Agency IT staff
- Manages vendor relationships and approves purchases of software and other IT infrastructure
- Fosters effective dialogue with the respective Health Agency divisions, while anticipating needs and challenges
- Outstanding leadership skills with strong ability to effectively create and communicate the IT vision and inspire and motivate IT staff
- Develops and prepares budget-related items; monitors information technology-related expenditures and performance metrics
- Ensures all activities comply with applicable HIPAA, State, and Federal rules, regulations, policies and procedures
- Complies and coordinates the department's policies, procedures, and standards for computer, security, and network systems with the County's Information Technology Department
- Maintains detailed knowledge of departmental compliance obligations and provides input to the enterprise security program
- Contributes to countywide committees and communities of interest by actively participating in discussions about departmental business, technical, and compliance requirements
- Oversees the design and maintenance of real-time dashboards that monitor service delivery, incident response times, project milestones, and user satisfaction metrics.
- Leverages analytics and reporting tools (e.g., Power BI, Tableau, Excel) to extract actionable insights from system and service data, guiding strategic planning and operational improvements
- Present regular updates to executive leadership using clear, data-supported reports that illustrate the IT team's impact, risks, and opportunities for innovation

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County. The Ideal Candidate The ideal candidate will have experience executing or directly managing enterprise level IT projects such as workstation replacements, software installations and migrations, virtual server commissioning and administration, and Microsoft Active Directory and Microsoft Entra implementation and administration; experience working with databases, designing business processes, and evaluating data quality; experience supervising and managing technical staff, such as IT technicians, systems administrators, programmers, and software specialists; and experience operating in an enterprise environment and navigating an array of stakeholders and groups. The successful candidate needs to be self-motivated with excellent organizational skills and must have the ability to manage staff to successfully deliver on the agency's mission. A bachelor's or master's degree in information technology or closely related field is strongly preferred, along with the Project Management Institute Project Management Professional (PMP) certification.

Minimum Qualifications A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:
Either A: Graduation from an accredited four-year college or university with a bachelor's degree in computer science or a closely related field, AND;
Six years of experience in an information technology environment in the field of systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or management, business requirements, project management or a similar field in a multi-platform information systems environment, including two years in a supervisory position.
OR B: An associate degree or 60 semester units or 90 quarter units from an accredited college or university or completion from a job-related, accredited vocational institution. In addition, eight years of experience in an information technology environment in the field of systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or management, business requirements, project management or a similar field in a multi-platform information systems environment, including two years in a supervisory position.
