This position will serve as the Chief Information Officer of the Delta Stewardship Council. This position will oversee activities including Business Technology Management, Client Services (73 staff), Information Security, IT Project Management, and System Engineering.

Department Information The Delta Reform Act of 2009 created the Delta Stewardship Council (Council). The mission of the Council is to achieve the coequal goals of " providing a more reliable water supply for California and protecting restoring and enhancing the Delta ecosystem in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place" (CA Water Code SS 85054). To do this, the Council developed the Delta Plan, which is an enforceable long-term sustainable management plan for the Delta to ensure coordinated action at the federal, state, and local levels.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated Experience in the establishment of IT governance frameworks, policies, and procedures to align with state technology directives, cybersecurity best practices, and industry standards.
  • Demonstrated Experience in Directing the daily operations of IT staff and contracted services, ensuring high availability and security of IT systems.
  • Demonstrated Experience in the establishment of performance metrics and reporting mechanisms to track IT service delivery, cybersecurity posture, and project progress.
  • Demonstrated Experience in the preparation of reports, executive briefings, and presentations on IT initiatives, cybersecurity risks, and compliance status.
  • Demonstrated Experience in ensuring robust security monitoring mechanisms are in place to detect and mitigate vulnerabilities.
