Description Tualatin Hills Park & Recreation District is searching for an Information Technology Manager. This position is responsible fornetwork infrastructure, technological solutions, and supervising the district's Information Technology Department. Working in collaboration with leadership and organizational stakeholders, the manager aligns the district's vision for technology, investments, and initiatives with the district's Strategic Plan and operational needs to effectively integrate technology into District culture to enhance customer experience and District operations.
The ideal candidate for this position will have experience in government IT, strong leadership skills and proven experience in efficiency and productivity. The incumbent will be expected to enable a culture of inclusivity, innovation and accountability. They will prioritize district need, focus on policy development, understand and work on budget and employee development.
This position receives general direction from the director of communications and exercises direct supervision over assigned staff.

Essential Job Functions Examples of typical job functions:
- Manage information technology operations. Develop, review, approve and implement departmental work plans, services, policies, procedures and reports. Evaluate performance and program effectiveness and take action for improvement as necessary. Develop, recommend, implement and administer policies and procedures.
- Responsible for managing department services and directing the work of employees directly and indirectly. Has authority in employment decisions: hiring, firing, advancement, promotion or any other change of employment status.
- Oversee the progress and implement the day-to-day activities of employees through motivation and coaching that guides the improvement of employees' work performance.
- Manage department budget preparation and administration. Prepare cost estimates for budget recommendations; submit justification for budget items and monitor and control expenditures. Authorize payments to contractors and consultants.
- Plan, administer and monitor all data networks throughout the district. Design and maintain network architecture, coordinate and perform network installations, expansions and upgrades. Monitor, test and supervise the service of all systems and equipment. Administer and maintain user rights and access security. Develop and/or maintain district wide email system and other enterprise cloud services.
- Develop long and short-term goals and work plans for information technology to the district. Formulate action plans. Actively participate in information technology strategic planning and implementation. Serve as liaison to various departmental information groups to communicate and formulate such plans.

Education and Experience Any equivalent combination of education, experience, and training that would likely provide the applicant with the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A bachelor's degree with major course work in Computer Science or a related field, or equivalent work-life experience, and a minimum of seven (7) years of increasingly responsible experience in a full-service information services/technology department, with an emphasis on networking, planning and service, including a minimum of three (3) years of experience in management or as an expert individual contributor responsible for leading employees and projects.
Licenses and Certifications:
CLP-Certified Linux Professional (version 9 and 19) preferred.
PMP or PfMP preferred
Certified change management professional (Prosci) preferred
ITIL Foundations Certification preferred
Valid driver's license and good driving record

Retirement Plans Benefit-eligible employees are required to participate in a hybrid pension plan that provides both a defined pension plan at age 65 of 1.5% paid by the employer and a defined contribution plan that is funded by a mandatory 6% employee contribution that employees are immediately vested in.

Deferred Compensation Plans Employees have the option to participate in Deferred Compensation Plans through MissionSquare Retirement; employees may choose to defer contributions from their salary into the 457(b) on a pre-tax or Roth basis. Mileage Reimbursement Employees are reimbursed for their mileage (at the rate established by the IRS) when utilizing their own vehicle for the furthering of District business.

Paid Sick Leave Paid sick leave is accrued at the rate of eight (8) hours per month with no limit placed on the number of sick leave hours that may be accrued.
Compassionate Leave In the event of a death of an immediate family member, the district will grant the employee paid leave up to five (5) working days. Court Appearances/ Jury Duty If required to report for jury duty or as a witness, employees are excused from work and receive compensation for the hours spent serving.
