The State of Connecticut Judicial Branch is seeking an experienced Principal Solutions Architect - .NET & Cloud (Information Technology Enterprise Specialist) for the Information Technology Division, Application Development Unit. The ideal candidate will have a strong background in .Net, Core, MVC, Microservices, DevOps, IIS, Azure, Graph API, Databases and data analytics.
The position requires a strong background in software design, development, implementation with a focus on building and maintaining high-performance, scalable, and reliable applications in both on-premises and cloud-based environments.
Key Responsibilities:
- Design, develop, deploy, and maintain enterprise applications hosted in-house and in Azure platforms.
- Hands-on development using technologies like .NET Core, ASP.Net, Razor, Blazor, .NET framework, JavaScript, and jQuery.
- Expertise with JavaScript, jQuery, Bootstrap, CSS and HTML.
- High level proficiency with data modelling, SQL Queries, stored procedures, functions, and query tuning.
- Collaborate with cross-functional teams to establish and guide the technical direction and strategic planning of in-house and cloud-hosted applications, ensuring alignment with the Judicial Branch's business objectives.
- Stay current with the latest C standards, cloud-native technologies, and application development trends, with a focus on cloud, reliability, scalability, and security.
- Contribute to the continuous improvement of development tools and processes.
- Provide mentorship and technical guidance to application developers to enable them to succeed in the team and the space.
- Troubleshoot and resolve complex technical issues, working closely with infrastructure and network teams when needed.
- Collaboration and Communication:
- Lead or coordinate others in the Request for Proposal (RFP) process.
- Participate in on-call rotation for maintaining application availability for business operations.
- Collaborate effectively with all levels of technical and non-technical staff and management.
- Strong proficiency in C , VB.Net, Graph API, Web API, Microservices.
- Strong understanding of Object-Oriented programming principles and design patterns.
- Strong background in database design, security, implementation, performance tuning and support.
- Experience with cloud-native technologies, strong understanding of Azure Graph API and objects.
- Solid understanding of DevOps practices, with hands-on experience using Git and TFVC for version control and CI/CD pipelines for automated deployments.
- Proven ability to troubleshoot and solve problems in high-pressure, mission-critical environments.
Upon hire, hybrid remote work may be available.
Salary Range: Starting at $105,951 - $157,400/year - plus State of Connecticut benefits. Starting salary may be commensurate with experience.

EXPERIENCE AND TRAINING
General Experience: Ten (10) years of experience in information technology (IT), programming, systems/software development or another IT related field demonstrating a growing and broadening base of knowledge and experience.
Special Experience: Two (2) years of the General Experience must have been at the expert working level with responsibility for performing a full range of highly complex technical support functions.
Substitutions Allowed:
1) College training in management information systems, computer science, electrical engineering or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2) A Master's degree in management information systems, computer science, electrical engineering or information technology related area may be substituted for one (1) additional year of the General Experience.
3) Relevant certification in management information systems, computer science, electrical engineering or information technology related area may be substituted for up to six (6) months of the general experience.
SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
