The Prince George's County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking an experienced and highly skilled Information Systems Specialist III to become part of our Data Systems team. The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews. Prince George's County is also home to many attractions such as Northwest Stadium (formerly FedEx Field), National Harbor, and Six Flags Amusement Park. An employee in this position serves as a lead technology specialist with responsibility for day-to-day management of the department's databases, applications and systems. The employee will work as an expert member of a team on the design and development of larger, more complex systems for the Planning Department.

We are looking for an advanced leader in support of technology operations and services for the Department. The Information Systems Specialist III will serve as a part of our Oracle database administration team designing, developing and managing databases and performing administration tasks ensuring that our Oracle environment is running optimally, backed up, secured and maintained with the current patches. They will also provide expert end user support and an advanced level of troubleshooting to resolve complex problems, write complex queries for ad-hoc reporting and problem resolution, identify and assist in designing system enhancements, analyze and document requirements; customize and configure commercial software products; perform system administration tasks, assist with the integration of various hardware and software platform products and data sources; and assist with installing, testing and managing system conversions, implementations, upgrades and enhancements.

The desired candidate must possess DBA, SQL and scripting experience, excellent written and verbal skills as well as technical and technology leadership skills. They must have the ability to multitask and be willing to be part of a team that has responsibilities in many aspects of a systems department. A commitment to providing exceptional customer service is a must for this unique, exciting, and challenging position. This position may require occasional evening or weekend hours.

Note that this is not an IT Tier I or Tier 2 helpdesk support position. The successful candidate will primarily support database and system analysis and not hardware, networking, or user support.
Examples of Important Duties
  • Act as part of the Oracle Database Administration team to: install and maintain Oracle software; perform periodic maintenance and quality control, monitor and optimize to ensure availability, integrity and security of the databases; maintain user accounts and access rights; ensure backups and exports are successful, implement backup and recovery plans and perform restorations; assist with Oracle patching and upgrades.
  • Create and manage multiple databases and assist in capacity planning for both production and development environments
  • Maintain database performance by identifying and resolving production and application development problems
  • Minimize database downtime and manage parameters to provide fast query responses
  • Analyze and resolve database issues; provide proactive and reactive data management support, troubleshoot Oracle errors
  • Maintain database performance by identifying and resolving production and application development problems
  • Evaluate and recommend new database technologies to enhance the performance and security of the department's databases
  • Collaborate with other IT teams and vendors to fix and improve data/databases
  • Work closely with other IT professionals, such as system administrators, software developers, and data analysts, to ensure that the database aligns with organization needs and that the data is easily accessible for those who need it
  • Provide technical support to both internal and external users
  • Perform log management and scripting
  • Create detailed documentation and reports
  • Assists with maintaining, updating, querying and developing Division wide planning applications using tools such as SQL and Microsoft Access
  • Performs analytical work and generates reports from the Department's development activity, permitting, land records management systems and databases
  • Responds to ad-hoc data requests, using SQL select statements or SSRS for request fulfillment
  • Assists with functional system validation, verification, testing, user training and implementation of system enhancements and new
  • Involvement in the conversion, migration to and implementation of new Commercial Development Application software
  • Install, test, and document processes and procedures as necessary
  • Perform System Administration duties such as User Maintenance, System Access and Roles, System configuration and System set up as requested
  • Lead the requirements, analysis, information gathering, workflow development, training and user support for the Department's planning applications
  • Assistance with other technology initiatives as needed
PREFERRED QUALIFICATIONS

In addition to the minimum qualifications listed below, the ideal candidate will possess one or more of the following:
  • Strong understanding of SQL and PL/SQL, and ability to write complex queries.
  • Must be detail-oriented, full of energy for challenging tasks, and enjoy working hard in a multi-faceted position with a wide range of responsibilities.
  • Ability to manage multiple databases and perform multitasking in a fast-paced environment, demonstrating strong organizational and time management skills.
  • Familiarity with database design, documentation and coding.
  • Knowledge of database management & performance tuning, backup and recovery.
  • Strong knowledge of database systems, structures, theories, principles and practices to manage the database effectively.
  • Technical skills to install, upgrade and manage the Oracle Database, and the ability to handle database backup and recovery tasks.
  • Experience with database security protocols and procedures to protect sensitive data.
  • Knowledge of Oracle tools and utilities, including Oracle Enterprise Manager (OEM), Oracle Recovery Manager (RMAN), and Oracle Data Pump and Quest Toad.
  • Understanding of operating systems, networking, storage systems, and other aspects of physical and virtual windows servers and cloud technologies.
  • Familiarity with programming languages API
  • Experience with state and local government systems and applications including land records, development activity (Tyler, Hansen, InFor, Accela, Cityworks, etc.) permitting, and document management.
  • Experience with Office 365 tools and applications including Sharepoint Online, Teams, and other tools as part of the application suite.
  • Professional certifications (Certifications from Oracle preferred), or related training
Minimum Qualifications

  1. Bachelor's Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.
  2. Four (4) years of experience in applications support and development.
  3. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  4. Depending upon area of assignment, a valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
