Position Overview The Division of Mental Health is seeking to hire a position to perform advanced Management Information System (MIS) technical support functions. This position works with all levels of staff in the areas of clinical, fiscal and operations data systems for system analysis, system design, support for data retrieval and reporting; provides instruction in the use of approved hardware, software, and communication systems; and serves as the designee liaison to the Office of Management Information Services technical support staff. This position provides a great opportunity for a self-motivated individual who is focused on ensuring that the division receives IT services to facilitate mission focused activities in the most efficient, effective manner possible. The ideal candidate for this position will have excellent IT capabilities, effective communication skills, and strong leadership skills. Essential Functions Provides advanced technical consultation in methods of access to data in the statewide mental health data warehouse system. As a designated team leader, provides work leadership, guidance, training and direction to Information Systems Analyst I and lower-level professional staff. Structures and documents user training programs and provides technical advice and guidance in interpretation and retrieval of data. Provides consultation, establishes, and monitors systems and practices to assure the security and confidentiality of information within the office and throughout the data handling and reporting processes. Serves as liaison to the DHS DoIT staff, participates in task groups on a statewide level, with implementation responsibilities at the local level and provides consultation on s ystem analysis, design, development, and evaluation. Attends a variety of meetings and seminars to remain current on Information Technology products, techniques, and procedures, etc. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields, supplemented by three (3) years of professional experience in a related Information Technology field. Preferred Qualifications Two (2) years of professional experience providing advanced technical support for a public or private organization with both internal and external stakeholders using Information Technology concepts and principles and the principles and techniques of Information Technology documentation. Two (2) years of professional experience using procedures to provide assigned technical and logical analytical ability in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature. Two (2) years of professional experience planning and recommending training requirements that are necessary for effective performance using Microsoft products. Two (2) years of professional experience using hardware and software, programming languages, and procedures to provide assigned technical and analytical services. One (1) year of professional experience attending outside resource instruction and industry seminars summarizing and providing relevant information to component staff. One (1) year of professional experience using methods, procedures and techniques of conducting feasibility studies for system conversions and enhancements of platform infrastructure and application systems.
