SUMMARY OF JOB DESCRIPTION:

Supervise the staff of the IT Operations and Applications team. Responsible for the definition, selection, implementation, oversight, delivery, and support for the District's technology infrastructure, security, and application services. Work in partnership with the Technology Leadership team to set technology direction, strategy, and vision. Serve as the primary liaison between third-party vendors for applications and infrastructure. Oversees and performs implementation and administration of all applications, server, network and low-volt systems including maintenance, installation, upgrading, patching, customizing, configuring, troubleshooting, securing, performance monitoring and tuning, integrating, resolving and documenting issues and changes. Responsible for managing maintenance tasks, system application upgrades, and repair activity related to ECS applications. Is responsible for managing department related goals and initiatives specific to support for all enterprise applications. This will include and is not limited to, managing project-driven directives, overseeing team members, support of end-user client/server related workflow & installation/configuration server/client applications.

ESSENTIAL JOB ELEMENTS:
  • Read the design, implementation, and ongoing maintenance of infrastructure operations, security, and cloud services including, but not limited to, servers, storage, networks, unified communications, security cameras, OS patching, endpoint management, cybersecurity, disaster recovery/business continuity, service desk support, and device support and management.
  • Collaborate with district administrators and leadership teams to investigate, evaluate, implement, maintain, and enhance district-wide technology infrastructure solutions and operations support.
  • Develop relationships to form strong partnerships with district administrators to evaluate, assess, prioritize, deliver, change manage, and report on the progress of prioritized work undertaken by the Technology teams.
  • Provide guidance, leadership, and mentoring directly to team managers and indirectly to teams of Technology professionals. Support and develop the technical expertise needed to meet long-term business needs.
  • Establish technology-based policies, standard operating procedures, service level agreements, and security practices and processes, ensuring operational continuity, timely problem resolution, ongoing performance improvement, and planned preventative maintenance of all infrastructure services operations.
  • Manage technology assets and services including procurement, licensing, upgrades, and retirement.
  • Support District leadership in incident reporting and responses that address security incidents, breaches, policy violations, complaints, or standard inquiries involving technology. Participate in investigations of misuse of technology resources by employees, students, and/or third parties.
  • Implement enterprise infrastructure projects, directing requirements definition, development, validation, and ongoing maintenance activities. Plan, develop, supervise, and implement IT projects utilizing established project management tools and techniques.
  • Collaborate with District teams to determine technology infrastructure requirements and translate requirements into the definition of technical architecture.

QUALIFICATIONS:
  • Bachelor's degree in Information Systems, Computer Science, Business Administration, Engineering, or a related field.
  • Five years in a supervisory or management role in Information Systems and Technology, preferably in an education environment.
  • Advanced knowledge of Cybersecurity concepts, strategies, and technologies, NIST, SOC operational concepts, computer forensic analysis, IAM, SEIM, and InfoSec management and organizational training tools;
  • Advanced knowledge of Computer Networking concepts, strategies, technologies, OSI model, TCP/IP, NOC operational concepts, Network and End Point real time monitoring strategies and tools:
  • Advanced knowledge of TCP/IP-based Voice Communications concepts, strategies, technologies, MOS scores and how to use them to troubleshoot VOIP traffic and voice quality issues.
  • Expert knowledge of relational and object-oriented database concepts, modeling, design, creation, and maintenance;
  • Expert knowledge of business intelligence concepts and technologies;
  • Excellent analytical, problem-solving and decision-making skills within functional and technical areas;
  • Working knowledge of Enterprise Architecture with the ability to analyze and resolve complex, cross-system issues;
  • Must possess excellent customer service, communication, and troubleshooting skills;
  • Ability to build and maintain collaborative partnerships with cross-departmental personnel;
  • Ability to move team projects forward, share knowledge, and utilize best practices;
  • Ability to define metrics and analyze processes using metrics for documentation and continuous improvement purposes;
  • Ability to use technical skills and creativity to proactively assist customers with identifying change innovations and efficiencies;

  • Plays a role in the coordination of installations, and maintenance, of all necessary devices and equipment
  • Advanced knowledge of typical office equipment such as telephone handsets, Copiers, fax machines, email, etc.
  • Advanced knowledge of data center operations, service desk operations, LAN/WAN technologies, physical/virtual servers, and storage.
