The Human Resources Operations Specialist will be responsible for recruiting, onboarding, HRIS implementation & maintenance, policy compliance & development, and compensation & benefits analysis. This position will collaborate with an outside HR Consultant as needed for mentoring, training and development.
The position is 80% time, 4 days a week, but may require additional hours during peak recruiting and onboarding periods.

Implementing organizational recruitment & onboarding plan

Working Conditions
Hybrid work environment, minimum of 2 days per week in the office

10% travel to basecamps and recruiting opportunities
Must be comfortable in an office setting, 50-75% of time at computer and office.
Must be able to lift 20 pounds.

Qualifications
Demonstrate knowledge and passion for North Carolina Outward Bound mission, history, and philosophy
Proven success working in an HR department is required
A minimum of 3 years' experience working with employees and handling HR related tasks
Bachelor's degree (or equivalent) in human resources, business, or related field
Excellent communication and interpersonal skills, ethics, and cultural awareness
Aptitude for problem-solving and thorough knowledge of HR procedures and policies
Advanced knowledge of HRIS and ability to learn new technical systems
Ability to manage confidential situations with the highest level of discretion
Resourceful mindset and strong attention to detail
Strong adherence to time & project management

Compensation and Benefits
$25.64 hour, for 30 hours a week (annualized at $40,000). This position has the potential to increase those hours/compensation during peak work months (November, January-May)

Duties and Responsibilities
HRIS
Manages the HRIS system (ISolved/Platinum; IHire Recruiting Module)
Responsible for all HRIS; ensuring data security, proper access control, automating core HR processes to improve efficiency, manages all employee data including (but not limited to) compensation, benefits, performance reviews, & certifications, researching/troubleshooting data issues, and auditing data accuracy
Runs reports and provides data as requested to partner with other departments

Recruiting/Onboarding
Serve as the organizational recruiter; updating job descriptions, handling all job postings, recruiting compliance, interviewing and successful onboarding.
Maintain and grow existing relationships with non-profits focused on outdoor education, colleges and universities, OBUSA, and other organizations to support recruitment initiatives. Prioritize building relationships with partners that can attract a diverse staff and who may have outdoor programs, wilderness orientation, or outdoor degree graduates.
May be asked to support recruiting efforts by attending regional and national outdoor industry or relevant recruiting conferences and manage NCOBS presence at these events.
Complete all onboarding tasks for new hires. Ensure compliance with internal processes and employment law by holding exacting standards for data and record integrity.
Manage all applicant tracking via our hiring platform. Follow-up with applicants in a timely and professional manner.
Ensure compliance with local and national regulations and applicable employment laws, and update policies and procedures when necessary.
Manages, in conjunction with Outward Bound USA, the J1-Visa process for international employees.
Administer and audit all new-hire onboarding processes, coordinating with cross-functional departments to deliver an exception experience while remaining 100% legally compliant

HR Administration
Manages benefit eligibility and offer letter issuance. Working with the Staffing Manager on per diem staff.
Update policies based on best practice and annually publish the Employee Handbook
Assist in administering compensation analysis and employee performance programs
Serves as Worker's Compensation liaison for organization
May support the processing of payroll, in a timely manner
Other duties as may be assigned by your supervisor
