About the Role
We are seeking a skilled and experienced Human Resources Compliance Manager to lead and execute our people operations. This individual will manage the full employee lifecycle - from recruitment and onboarding to payroll support, benefits administration, compliance, and employee relations. In addition, this position will supervise our Administrative Assistant and play a key leadership role during a planned leave of absence for our Chief of Staff starting in August.

Key Responsibilities
Recruitment & Hiring Management
- Own and manage hiring for office, field, and mechanic roles
- Write job descriptions, post ads, screen candidates, and facilitate interviews
- Maintain job scorecards, hiring workflows, and compensation benchmarking
Onboarding & Offboarding
- Prepare and maintain New Hire Packets and digital onboarding tools
- Handle I-9s, background checks, COBRA notices, and exit paperwork
- Oversee compliance with federal and state employment regulations
Payroll & Benefits
- Collaborate with Payroll Lead to ensure accuracy in pay cycles
- Perform payroll checks and serve as backup when needed
- Administer benefits (enrollments, renewals, terminations, claims)
- Evaluate benefits packages and recommend enhancements
HR Operations & Compliance
- Maintain employee records and HRIS tools
- Ensure payroll compliance with all Federal, State and Local laws including for Prevailing Wage work
- Implement process improvements and digitize documentation
- Drive employee engagement surveys and cultural initiatives
Employee Relations
- Provide guidance to staff on HR policies and best practices
- Support performance reviews and development planning
- Lead conflict resolution and disciplinary processes as needed
Team Leadership
- Directly supervise and mentor the Administrative Assistant
- Provide task prioritization, workflow oversight, and performance feedback
What We're Looking For
Required Qualifications
- Proven experience as an HR Manager or similar role in the construction industry with demonstrable progression
- Experience in recruiting, payroll coordination, and benefits admin
- Proven success managing or mentoring direct reports
- Strong interpersonal, communication, and organizational skills
- Experience optimizing HR workflows and documentation
Preferred Qualifications
- Spanish proficiency
- Experience in the construction, trades, or field-based industries
- Familiarity with H2B or seasonal workforces
- Bachelor's degree in HR, Business, or related field
