About the Role

We are seeking a skilled and experienced Human Resources Compliance Manager to lead and execute our people operations. This individual will manage the full employee lifecycle - from recruitment and onboarding to payroll support, benefits administration, compliance, and employee relations. In addition, this position will supervise our Administrative Assistant and play a key leadership role during a planned leave of absence for our Chief of Staff starting in August.

Key Responsibilities

Recruitment & Hiring Management

  • Own and manage hiring for office, field, and mechanic roles
  • Write job descriptions, post ads, screen candidates, and facilitate interviews
  • Maintain job scorecards, hiring workflows, and compensation benchmarking

Onboarding & Offboarding

  • Prepare and maintain New Hire Packets and digital onboarding tools
  • Handle I-9s, background checks, COBRA notices, and exit paperwork
  • Oversee compliance with federal and state employment regulations

Payroll & Benefits

  • Collaborate with Payroll Lead to ensure accuracy in pay cycles
  • Perform payroll checks and serve as backup when needed
  • Administer benefits (enrollments, renewals, terminations, claims)
  • Evaluate benefits packages and recommend enhancements

HR Operations & Compliance

  • Maintain employee records and HRIS tools
  • Ensure payroll compliance with all Federal, State and Local laws including for Prevailing Wage work
  • Implement process improvements and digitize documentation
  • Drive employee engagement surveys and cultural initiatives

Employee Relations

  • Provide guidance to staff on HR policies and best practices
  • Support performance reviews and development planning
  • Lead conflict resolution and disciplinary processes as needed

Team Leadership

  • Directly supervise and mentor the Administrative Assistant
  • Provide task prioritization, workflow oversight, and performance feedback

What We're Looking For

Required Qualifications

  • Proven experience as an HR Manager or similar role in the construction industry with demonstrable progression
  • Experience in recruiting, payroll coordination, and benefits admin
  • Proven success managing or mentoring direct reports
  • Strong interpersonal, communication, and organizational skills
  • Experience optimizing HR workflows and documentation

Preferred Qualifications

  • Spanish proficiency
  • Experience in the construction, trades, or field-based industries
  • Familiarity with H2B or seasonal workforces
  • Bachelor's degree in HR, Business, or related field
