PAY AND BENEFITS

HR Business Systems Analyst 1 : Annual Pay Range: $84,543.83 - $114,135.48

HR Business Systems Analyst 2 : Annual Pay Range: $93,209.97 - $125,833.42

This recruitment will be used to fill one vacant HR Business Analyst position, which may be classified as Level 1 or 2 depending on the selected candidate's experience and qualifications.

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Human Resources is seeking a highly skilled and motivated HR Business Analyst to support strategic initiatives and enhance HR operations through data-driven insights and process improvements.

The HR Business Systems Analyst will be part of the HR Information Systems (HRIS) team within the Department of Human Resources. The purpose of the HRIS program is to provide systems management, business process improvements, reports, analytics, and education services to Human Resources, County departments, and employees so they can understand and use HR systems and data to make informed decisions and achieve their strategic results.

This position will work with a suite of HR systems, including PeopleSoft Human Capital Management (HCM). Implementing new application functionalities, system upgrades supporting multiple PeopleSoft modules. This position will be a lead in providing support, and training to the HRIS Specialists, and ensuring that the HR personnel transactions are in compliance and accurate.

This position builds project plans; ensures adherence to project schedules; provides business process support to customers and recommends solutions using HR software; leads projects related to new or enhanced business systems; monitors and responds to customer needs related to HR software; work effectively with stakeholders, as well as acts as liaison between HR staff and Technology Services in resolving technical issues.

The HR Business Systems Analyst will work with internal customers and Technology Services staff to translate business and operational requirements into workable HR system solutions. The HR Business Systems Analyst serves as a technical point-of-contact for the assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing, and analyzing data flows for process improvement opportunities.

The ideal candidate will have a strong business process improvement background, with experience in PeopleSoft HCM, and a proven track record of successful project management as well as:
•  Experience problem-solving business issues, including leading business requirement gathering, identifying and analyzing issues as well as recommending and implementing solutions for internal stakeholders.
•  Experience with ERP software systems, such as configuring HRIS systems, creating detailed specification documentation, testing patches, and system functionality, documenting output and comparing it to the expected results, creating test scripts and coordinating end-user activities, and troubleshooting applications with the technical team.
•  Strong working knowledge and experience with HRIS systems, including implementation and supporting HCM system modules, such as recruiting, benefits, classification & compensation, performance management, workforce planning, and/or core HR workforce administration.
•  Project management experience, including building project plans, creating project scope and timeline, managing implementation & meeting deliverables within the timeline.
•  Ability to use software tools to generate user, statistical, and audit reports and queries.
•  Skill to conduct software system analysis to recommend appropriate business process changes to minimize application customizations.
•  Effective verbal and written communication skills, including the ability to explain and present complex, technical information to individuals with various levels of technical knowledge and skill.
•  Excellent interpersonal and collaboration skills to facilitate effective working relationships. Required Minimum Qualifications/ Transferrable Skills:

HR Business Systems Analyst 1
•  A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
•  Experience problem-solving business issues, including leading business requirement gathering, identifying, and analyzing issues as well as recommending and implementing solutions for internal stakeholders.
•  Experience supporting HRIS systems.
•  Project management experience.
•  Experience and working knowledge of intermediate-level Excel spreadsheet applications.
•  Knowledge of principles and practices of human resources. HR Business Systems Analyst 2 (includes all HR Business Systems Analyst 1 qualifications)
•  A minimum of five (5) years of related experience, which must include two (2) years with PeopleSoft Human Capital Management (HCM) - PeopleSoft configurations of multiple HR modules, troubleshooting, and writing reports/queries, that would provide the required knowledge and skills to perform the responsibilities of this position.
•  Experience with PeopleSoft HCM, including implementation and/ or support for a variety of software modules like core HR, base benefits and benefits administration, and recruitment.
•  Experience and working knowledge of advanced-level Excel spreadsheet applications.
•  Experience with PeopleSoft Query Tool.
•  Intermediate or Advanced skills with data analysis/data analytics software such as Power BI. Preferred Special Qualifications/ Transferrable Skills:
•  Experience working in the public sector.
