We are currently looking for a full-time Housing Specialist. The primary purpose of this position is to provide a wide range of activities within the Housing Choice Voucher (HCV) Department regarding processing and determining participant continued eligibility status for the HCV programs.

Essential Duties and Responsibilities:

• Maintains positive tenant communications and relations, including answering phone calls and emails and receiving walk-in visitors to office; receives and responds to inquiries (telephone and in-person) from applicants, tenants, landlords, and community organizations when appropriate; ensures all visitors sign the register and identify the purpose of their visit.

• Answer resident and landlord questions, providing information on status of rent, damage claims, property inspections, provisions of the lease and contract, program regulations, Spartanburg Housing policies, and procedures, etc.

• Documents family composition, citizenship or eligible immigrant status and social security numbers of family members over age six (or certification that no number exists), in accordance with HUD requirements.

• Determines Annual Income and/or calculates adjusted income, in accordance with HUD rules.

• Determines the voucher size for which each family qualifies, in accordance with the Administrative Plan.

• Process Request for Tenancy Approval forms to determine if families qualify for the unit and request unit inspections.

• Conducts annual re-certification interviews, in a manner that ensures that notices of rent increase are provided at least 30 days before the anniversary date and that the entire process is completed by the anniversary date.

Education and Experience:

Bachelor's degree in public administration, behavioral sciences, or other related disciplines, and/or a minimum of one (1) year of housing experience. Any equivalent combination of education, training, and experience, which, in the sole determination of Spartanburg Housing, provides the required knowledge and abilities, may be considered sufficient.
