Job Title: Housing Specialist I- Prevention Case Manager (43903)
Job Locations: Virginia Beach, VA 23462
Schedule: Monday - Friday, 8:00am - 5:00pm
Pay Rate: $20.84/hourly.
Overview: The Prevention Team of the Homeless Services division of the Housing and Neighborhood Preservation department provides prevention services to households who are at risk of homelessness. These include direct services such as housing advocacy, connection to mainstream resources, housing stabilization services, placement, and case management for individuals and families experiencing homelessness or imminently losing housing. In addition, the team provides housing location assistance to develop relationships with landlords and property managers and connect clients to available units.
The Prevention Case Managers are an integral component of the new landlord engagement strategy. They will provide aftercare services through home visits for clients recently linked to housing, create and assist the clients in working toward a housing stability plan and make referrals to community resources to ensure housing stability.
Prevention Case Managers must have working knowledge of case management practices and community resources, have excellent critical thinking and problem-solving skills, and provide excellent customer service through effective communication.
Job Duties: - Review applications and request the necessary documentation to determine ownership, housing needed, income/debit ratio, and feasibility of services requested.
- Provide information to clients regarding housing programs and clients' rights and responsibilities to ensure the proper selection of the appropriate program;
- Obtain documentation that dwelling is in compliance with minimum housing standards.
- Prepare loan package to submit to lending institution for approval.
- Prepare monthly and annual reports.
- Request code inspections to be performed to determine feasibility for program participation and the type of assistance needed; and request work write-ups to determine the extent of rehab work to be performed and the cost involved.
- Process and disburse necessary payments for contractors and clients to ensure that appropriate and timely payments are made.
- Promote program and assist in developing informational programs to bring about community awareness of housing activities.
- Maintain liaison with federal regulations to ensure that they are effectively implemented; and maintain data and prepare reports as required.
- Receive and investigate complaints to recommend appropriate action to the Housing Specialist II or the program supervisor.
- Drive a city vehicle to transport participant(s) in meeting housing stabilization goals (Only for Outreach and Engagement Team and Prevention and Diversion Team)
- Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.
Requirements: - Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields utilizing the required knowledge, skills and abilities, such as finance, business or public administration, housing administration and social work.
- Must have a current and valid driver's license for a position in the Outreach and Engagement or Prevention and Diversion Team.
- DMV check.
- A Defensive Driving Course must be taken prior to start.
