Position Summary:
This position reports to the Director of Quality, Compliance and Education. Assists in the direction and coordination of all New Hire activities through the orientation process, including patient care service or personnel as designated by the Governing Body. Learning and Development (Education/Orientation) has primary responsibility for planning, implementing, and evaluating nursing and other skilled clinical services through systematic assessment of caseload, review with Clinical Manager and optimum utilization of personnel. Develops and implements learning strategies, designs e-learning courses and in person training, managing training programs and developing employees' skills and knowledge within the organization. They assess development needs, deliver training and evaluate learning effectiveness. Strong communication skills required. They collaborate with employees and managers to support career development. Proven experience and knowledge of effective learning methods are essential. The Learning and Development position is an exempt position.
Required Experience for Learning and Development (Educator)
• Currently a licensed Registered Nurse in the state of agency with at least 2 years' experience in Hospice care.
• Strong knowledge of Hospice regulations and CHAP accreditation.
• Current driver's license with current automobile insurance and must have reliable transportation.
• Compliant with accepted professional standards and practices.
Accountability
• Accountable for identifying comprehensive needs of all new hires and recommends appropriate training needs.
• oversee orientation program, and Learning plan for all new employees for up to 6 months.
• Accountable to making patient and personnel assignments during the orientation process, coordinating patient care, Coordinates training / preceptor calendar for 3 months or until off orientation.
• Helps to identify strong preceptor candidates and provides preceptor training.
• Keeps up to date on policies, or program changes.
• Adheres to privacy and security standards provided by all federal, state, and local authorities of the Health Insurance Portability and Accountability Act (HIPAA) and other applicable laws.
• Accountable to work with QA to identify trends that require education.
• Ongoing evaluation on effectiveness of the Orientation program and recommends appropriate modifications.
• Participates in the development of appropriate personnel policies and procedures designed to attract, retain, and motivate each staff member.
• Promotes a positive and effective system of communication throughout the Agency.
• Maintains and enhances professional expertise through education/organizational activities
• Participates in short- and long-range planning based on Agency goals and objectives.
• Directs activities and evaluates effectiveness.
• Reports cases of possible abuse, neglect, fraud, noncompliance, and exploitation to the Director of Clinical Services, Compliance Officer, Administrator or Designee immediately.
• Participates and coordinates with the CM onsite competency evaluations of Clinicians.
• Oversee Preceptor Program and New Employee Orientation and communicates progress to Administrator/Director of Clinical Services
Responsibility
• Provides oversight of all patient care services during orientation.
Oversight must include the following:
o Assigning personnel to patient assignments
o Coordinating types of training per learning plan
o Review learning plan with orientee and CM weekly to identify needs and complete.
o Evaluate employee progress and performance, determine when employee is independent.
o Assists with In-Services, Staff Meetings
o Identify the need for staff education and assist in the development of educational programs.
• Provide guidance and counseling to clinical personnel to assist them in continually improving all aspects of Hospice services provided by the agency.
• Monitors agency for compliance with all applicable laws, regulatory requirements, standards of practice, accreditation standards and policies and procedures, working with QA/Compliance.
• Participates in the development and review of administrative policies and procedures relating to the Hospice Clinical Personnel to determine if current methods provide the means for the staff to carry out their responsibilities and achieve projected goals.
• Directs the implementation of approved work methods and procedures that reflect elements essential to rendering high quality care.
• Participates in the ongoing clinical record review and quarterly Quality Improvement (QI) record review program.
• Participates in the development of appropriate personnel procedures designed to attract, retain, and motivate staff.
• Participates in Agency QAPI program, on which effectiveness relies on involving the contribution of all skilled professional staff for their input and personal investment in the implementation of the program.
• Encouraging and assisting personnel to continue self-improvement through formal education, educational meetings, in-services, seminars/teleconferences, and actively participate in professional and related organizations.
• Reports timely cases of possible abuse, neglect and exploitation to the Administrator or Designee.
• May perform if needed the job responsibilities and duties outlined in the staff/case manager nursing job. May perform as on call RNCM if needed, visiting patients as required.
• Performs other duties as assigned by the Director of Clinical services and/or Administrator.
• Attend and participate in staff education and Agency committee meetings as appropriate.
• Maintain OSHA and Infection Control per policy.
• Oversee reporting on employee training progress to business leaders and managers.
• Performs additional duties as assigned.

Physical Demands: While performing the responsibilities of this job, the employee is regularly required to talk and listen. The employee frequently is required stand, walk, sit, lift, use hands to handle or feel, reach with hands and arms, and stoop, kneel, crouch, or crawl with no restrictions. Ability to wear Personal Protective Equipment (PPE).
Unusual Demands: The employee may occasionally be exposed to wet and/or humid conditions, fumes, or airborne particles. The noise level in the work environment is usually moderate.
