Duties Provide advice and manages civilian personnel both federal and contract for the directorate. Facilitate decision-making, conflict resolution, strategic planning, and dialogue within the assigned organizational unit. Maintain frequent direct contact with peer positions, management and higher authority as directed and/or required in the discussion, achievement, and coordination of health care goals. Coordinate the appropriate resolution of customer service complaints and/or requests for assistance related to enrollment, access to health care or services obtained via the managed care support contractor. Perform as authoritative expert in the interpretation of organizational unit productivity, access, cost, and quality data. Conduct data/system analysis, with emphasis on trends, detailing specific descriptive factors in clinical data, performing data extraction, processing, storage, manipulation, and analysis Coordinate budget planning and execution with local management and MTF resource management. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has been designated "Mission Essential", severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or preexisting immunity based on occupational risk, regardless of job series. This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes providing support to health care management officials by analyzing and advising on health care delivery systems and operations; preparing draft improvement documents for healthcare operation practices and policies AND assisting with the evaluation healthcare delivery that relates to inpatient and outpatient clinics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility; providing administrative support in the area of budget, personnel, and/or resource management; and analyzing healthcare data to identify problems and/or provide recommendations This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
