This position provides population-based health promotion and health education coordination and outreach. Position collaborates with the health promotion team on using evidence-based strategies to promote health and well-being. This includes planning, developing, implementing, and facilitating community-based strategies. Must be self-directed, have excellent organizational and multi-tasking skills, and have strong group facilitation skills. Must demonstrate ability to speak effectively and professionally to a variety of audiences. Position requires developed systems thinking, adult learning, and problem-solving skills, including knowledge of data analytics. Also, provides social media, communications, and other public health related support during emergencies or as needed.
The ideal candidate should have a passion for implementing programming and initiatives aimed at improving the health and wellbeing of individuals, particularly around mental and behavioral health. They will understand the complexities of creating and implementing programming in diverse and growing communities. The most successful candidate will have a track record of success in leading cross-sector partnerships, working to implement programming with coalitions, and teaching health education classes to adult learners and young people.
Job Description
Health Education Specialist I:
Program organization and coordination - 50%
• Promotes and expands strategies for either adults or youth or both, and community engagement with a variety of population groups.
• Provides oversight of community board meetings and assist with problem solving.
• Collaborates with various partners and community groups to ensure the success of the grant workplan deliverables; forms workgroups as needed to sustain activities and meet program goals.
• Selects and/or develops program components (goals, objectives, strategies, interventions, and activities) in a structured format to address health education and public health objectives using evidence-based and health equity strategies.
• Applies principles, practices, methods related to health education and health promotion, including evaluation methods, marketing, and media communications in a public health government setting.
• Uses systems thinking; and how systems thinking functions within public health and the broader community.
• Monitors budget expenditures for the program, issues purchase orders and requests for program supplies and expenses. Identifies and accesses funding for programs by assisting in the preparation of grant proposals. Communication and engagement - 50%
• Efficiently uses County resources and works to implement changes using quality improvement tools that increase efficiencies within the department.
• Communicates clearly and concisely, both orally and in writing; ability to read and analyze professional journals; identify complex problems and review related information to develop and evaluate options and implement health related solutions.
• Uses exceptional customer service skills to respond to community needs, enhance public relations, coordinate activities, and represent the Weld County Department of Public Health and Environment to promote and maintain a positive public health image and foster pride and professionalism in the workplace and community.
• Conducts professional public speaking to various groups and audiences; identifies problems and takes a self-directed approach to developing solutions; develops and maintains an evaluation plan to ensure effectiveness of health education and public health problem solving; makes recommendations for future programming; completes program reports as required.
• Collaborates with other health agencies and organizations, community members, and key leaders to coordinate provision of culturally relevant health education and public health Health Education Specialist II:

• Selects or develops advanced program components (goals, objectives, strategies, interventions, and activities) in a structured format to address health education and public health objectives using evidence-based strategies. Initiatives supported include the Community Health Assessment (CHA), the Community Health Improvement Plan (CHIP), and/or the Public Health Accreditation Board (PHAB) requirements or other documents.
• Promotes and expands advanced strategies for adults, youth, or both, and community engagement with a variety of population groups. Provides oversight of community board meetings and assists with advanced problem solving.
• Self-directed and has excellent organizational and time management skills.
• Collaborates with various partners and community groups to ensure the success of the grant workplan deliverables; forms workgroups as needed to sustain activities and meet program goals. Is an active member in outside committees, associations, or other program specific groups.
• Conducts professional public speaking to various groups and audiences; identifies problems and develops advanced solutions and takes a self-directed approach to solving the problems; develops and maintains an advanced evaluation plan to ensure effectiveness of health education and public health problem solving; makes recommendations for future programming; completes program reports as required.
• Monitors and coordinates budget expenditures for the program, issues purchase orders and requests for program supplies and expenses. Identifies and accesses funding for programs by writing grant proposals.
• Performs as a member of the health promotion team to diagnose and track community health issues and helps to solve them through the selection and use of sound population-based strategies. Assists municipal governments, schools, or community partners with the development of health promotion or health education efforts.

• Ability to be the lead author for writing correspondence and reports to funding agencies, community leaders, journals or for other health professional organizations.
• Identifies complex problems and reviews related information to develop and evaluate options and implement solutions, using independent judgement and recommendations.
• Uses exceptional customer service skills to respond to community needs, enhance public relations, coordinate activities, and represent the Weld County Department of Public Health and Environment to promote and maintain a positive public health image and foster pride and professionalism in the workplace and community.
• Coordinates independent decision making with other health agencies and organizations, community members, and key leaders to deliver health education and public health services through coalitions and partnerships that maximize resources and minimize duplication of services. Offers input to other health agencies and organizations with ideas or suggestions on how to improve program efficiency.
• Possesses high-quality writing skills to create a variety of written material, such as educational programs, press releases, social media posts, progress reports, and presentations.
• Is available as a resource to train and assist other employees on a regular basis and can draw on situational knowledge to use the most appropriate technique for resolution. Includes appropriate staff members in decision making. Work more frequently involves unique scenarios that requires adaptability, research, and analytic thinking to resolve. Training - 5%

Health Education Specialist I:
• High School Diploma/GED OR 4 years of experience as a Public Health Education Specialist I OR
• Associates Degree AND 2 years of experience as a Public Health Education Specialist I OR
• Bachelor's Degree from an accredited college or university in Public or Environmental Health or closely related field.
• Must have and maintain a valid Colorado driver's license and use of personal, insured vehicle. Dependable transportation and auto insurance, always maintained, as required by State law.
• Must pass a criminal background check. Health Education Specialist II:
• Bachelor's Degree from an accredited college or university in Health Education, Community Health, or related field AND 2 years of work-relate experience in health education, public health, or closely related field OR
• Master's Degree from an accredited college or university in Health Education, Community Health, or Public Health.
